Civil Service Administrative Project Manager

Under the direction of the Director of Design & Planning the Manager of Design assists with the coordination oversight and evaluation of design activities within the BQE DesignBuild and Emergency Contracts Unit and provide support to related construction activities. Specific duties and responsibilities: Serves as the primary communication link between Design/Planning and InField Construction activities
Monitors and evaluates the performance of private consultants and contractors
Assists the Director of Design & Planning in the evaluation of complex design reports calculations design plans construction concepts and construction schedules
Assists in the development of Technical Specifications for DesignBuild projects within the BQE DesignBuild and Emergency Contracts Unit
Documents progress and technical conclusions through the preparation of written reports memorandums tabulated registers and presentations.
Assures that all work undertaken is in accordance with Agency City State and Federal guidelines and requirements.
Performs additional significant administrative and engineering functions as determined by the Director of Design & Planning and the Executive Director of BQE Design Build and Emergency Contracts.
Preferred Skills
Skill in analyzing and evaluating complex and highly technical data reports calculations and design plans related to bridge and highway projects
Skill in communicating verbally and dealing effectively with consultants utilities and individuals representing the agencies or organizations;
Ability to supervise a staff of engineers in the planning organizing coordination and control of DesignBuild projects and Emergency Contracts
Ability to write clear and effective reports letters memos and correspondence;
Familiarity and experience working in the DesignBuild environment within transportation;
Ability to work under pressure and meet restrictive deadlines;
Ability to improvise and develop innovative solutions for unusual conditions arising in the field for DesignBuild projects Emergency contracts and other specialty projects.

Qualifications :
1. A baccalaureate degree from an accredited college in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration and five years of fulltime satisfactory experience in the planning administering or expediting of engineering design and/or construction or coordinating a very large engineering project two years of which must have been in an administrative managerial executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in 1 above; two years of which must have been in an administrative managerial executive or supervisory capacity; or
3. Education and/or experience equivalent to 1 or 2 above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelors degree from an accredited college or university in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration; (b) An accredited Masters degree in one of the disciplines described in 1 above; (c) a Juris Doctor degree or (d) a valid New York State license as a Professional Engineer Registered Architect or Landscape Architect. However all candidates must have the two years of the administrative managerial executive or supervisory experience as described in 1 above.
