About the Agency:
The New York City Department of Housing Preservation and Development (HPD) is the nations largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing preservation of the affordability of the existing housing stock enforcement of housing quality standards and education programs for tenants and building owners.
Your Team:
Reporting to the Chief Compliance Officer the Lead Compliance Officer will be a key member of the agencys new Office of Compliance & Risk Management (CRM). CRM will coordinate the agencys compliance programs oversee agencywide compliance work and manage risk for the agency. The Office in collaboration with program teams across the agency will ensure that HPD and its partners comply with laws (federal state and city) regulatory requirements policies and procedures. The Lead Compliance Officer may have the opportunity to help strengthen the office and agencys compliance capacity and establish agencywide policies and procedures related to lead compliance.
Your Impact:
In support of the Mayors LeadFree NYC Initiative the Lead Compliance Officer will oversee HPDs agencywide lead compliance operations. The LCO responsibilities will include but are not limited to:
Evaluate the implementation of leadrelated procedures across all areas of the agency.
Perform assessments and evaluations to proactively identify risk areas and program noncompliance. Provide corrective action plans recommendations and a set of best practices as necessary to mitigate risks.
Work closely with the Director of the Lead Audit Unit to develop comprehensive auditing procedures that provides guidance on auditing landlord documentation required under Local Law 1 of 2004.
Coordinate compliance monitoring related to requirements under federal state and local laws including Local Law 1 of 2004 and Title X.
Support the development of internal reporting mechanisms for specialized initiatives for public reporting.
Participate with audits of leadbased paint compliance both in coordination with HPDs Field Audit Review Unit and external audits.
Participate in the development of agencywide trainings related to lead.
Preferred Skills and Qualifications
Knowledge of New York Citys Childhood Lead Poisoning Prevention Act of 2003 also known as Local Law 1 of 2004 (LL1)
EPAcertified Lead Inspector and/or Lead Risk Assessor
Experience in the leadbased paint field particularly related to project staff and vendor management
Experience in housing policy law or regulations
Experience in environmental health and safety
Demonstrated competency with EPA Lead Inspector/Risk Assessor responsibilities
Knowledge of generally accepted government auditing standards including experience interacting with regulatory authorities and/or oversight agencies
High level of capacity for creative thinking and problem solving; a motivated team player.
Strong collaborator across all levels of management and experience and with a wide array of internal and external stakeholders
Passion for public service

Qualifications :
1. A baccalaureate degree from an accredited college with emphasis in transportation city or urban planning sustainability civil or transportation engineering urban studies or design architecture business or public administration economics operations research organizational behavior or a related field; and two (2) years of satisfactory fulltime experience in an area related to the abovedescribed duties; or
2. A satisfactory equivalent of education and experience. However all candidates must possess at least one year of the experience as described under 1.
