HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
The Office of Policy and Strategy (OPS) leverages its expertise to guide and support HPD and its many Offices in their efforts to deepen their impact optimize their efficiency and become more datadriven complianceattentive climateadaptive and missionfocused. The Division of Housing Policy (DHP) provides guidance and insight on highpriority policy initiatives advancing solutions that further the agencys mission. DHP is responsible for applying policy data and financial analysis in teambased projects; designing and executing data collection and statistical analyses in support of HPDs programming and policy agenda; and overseeing the agencys fair housing initiatives and obligations. DHPs Research & Evaluation team (R&E) conducts rigorous statistical analyses large scale surveys and evaluations of agency programming to support new knowledge and help refine practices related to the housing stock population and communities we serve. R&E leverages resources within and across the traditional divides of government and academia to facilitate the collection of highquality data and promote multidisciplinary approaches to housing policy research. Its research produces methodologically sound findings to shape effective policy and programming and promote datadriven policymaking in New York City and beyond.
R&E recently launched the Center for Research on Housing Opportunity Mobility and Equity (HOME) which conducts independent analysis of policyrelevant topics related to these key topics. This research center includes partnerships with other academic and government researchers with the aim of creating sound relevant research evidence on housing as both a source of disparities and a means for achieving greater equity for all New Yorkers.
Your Impact:
The Research Analyst will design conduct and support ongoing research projects that ensure greater equity for all New Yorkers. Through the Center for Research on HOME the team engages with a wide range of audiences including general public program staff and policymakers throughout New York City and beyond. They will participate in interdisciplinary projects that address policyrelevant issues and support the translation of findings into practice with a central focus providing high quality representative rebust data as a necessary component of good decisionmaking.
Your Role:
The TK will work closely with other R&E staff and various stakeholders in the Division of Housing Policy and beyond to conduct various analyses related to fair housing. This may include but is not limited to quantifying disparities in residential conditions analyzing disparate impacts of various policies and considering the unintended consequences of public programs by race/ethnicity gender disability status and other protected characteristics. In addition to primarily conducting statistical analysis employing various methodologies some projects may also require the Research Analyst to work as part of a team to conduct primary data collection and/or qualitative work. The Research Analyst will be responsible for the full life cycle of projects from initial scoping of data and methods through analysis and dissemination. The Research Analyst will work both as part of the R&E team and as part of the Center for Research on HOME.
The Research Analyst will be required to undergo a background check with the U.S. Census Bureau to acquire Special Sworn Status in order to work with protected Title 13 data in the NYCHVS Survey Sponsor Data Center (SSDC). The Research Analyst will be responsible for working with confidential and sensitive data and must adhere to strict data privacy procedures including working with other team members to reduce the risk of reidentification and disclosure.
Your Responsibilities:
Working with other R&E staff to scope and plan projects related to fair housing including formulating research questions reviewing existing knowledge base and methodological approaches and developing analytic strategies to meet requirements within given timelines and intended use.
Identifying sources of data that meet the requirements for specific projects
Conducting quantitative analyses using appropriate statistical methodologies applied to a range of data including surveys and administrative records.
Developing data visualizations and tables to represent key findings that are accessible to a range of stakeholders with differing levels of technical knowledge.
Translating findings to policy and program staff in support of evidencebased decision making related to fair housing.
Working with potential partners as part of the Center for Research on HOMEs ongoing and planned research activities as it relates to fair housing and the Centers mission.
Participating in the ongoing development of R&Es research agenda and work supported by the Center for Research on HOME.
Minimum Qualification Requirements
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
