The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.
ACS Division of Family Permanency Services (FPS) is responsible for ensuring highquality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety permanency and wellbeing for children in foster care. The Division includes the Office of Provider Agency Collaboration and Engagement Office of Strategic Program Support (OSPS) Office of Older Youth Development Services and Office of Youth Success Services.
Within FPS OSPS the Office of Contract Management provides oversight and support to foster care agencies to ensure contract compliance which includes budget reviews and approvals invoice management and expenditure assessment and program viability. Contract Management works closely with the Division of Financial Services to support timely and accurate reimbursement of expenses.
The duties and responsibilities of the Contract Management Supervisor will include but will not be limited to:
Supervise a team responsible for managing daytoday operations of the Contract Management Unit (CMU) including invoicing budget reviews and approvals billing and payments troubleshooting communications and contract evaluations
Partner with Contract Managers to develop procedures to support sustainable implementation of all contract management activities
Track performance of contract management activities by reviewing plans reports and maintaining regular dialogues with Contract Managers to discuss/implement continuous improvement actions
Oversee the administration of budget actions and payment transactions to ensure all activities are supported with proper backup documentation for payment approvals
Spearhead development and maintenance of CMUs database/data warehouse and create budgeting and invoicing tools needed to streamline contract management and payment services
Support development of dashboards which present periodic statistics summaries to continually evaluate the fiscal health of foster care agencies and programs and provide data analysis support to other FPS and ACS units as needed
Align reporting methodologies and fiscal health indicators with those used in other ACS reports
Maintain detailed notes and data dictionaries to ensure reliability of analyses
Work in close collaboration with foster care service providers

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
