THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES
The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.
The Division of Policy Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.
The Office of Training and Workforce Development provides foundational and continuous learning for child welfare and juvenile justice direct service staff and supervisors. Through the use of simulation coaching and other best practices in adult learning staff develop strengthsbased skills to protect and support the children youth and families of New York City.
Reporting to the Executive Director of the ACS Workforce Institute the Senior Director of Learning Programs will oversee the development of new courses and the maintenance/updating of existing courses as well as ensure programs meet the needs of stakeholders. The Senior Director of Learning Programs will play a key role in supporting the continued development and implementation of Workforce Institute programming as we continue to provide training coaching and professional development opportunities to direct service staff and supervisors working at ACS and within ACS contract provider agencies. This position will directly supervisor the Director of Learning Programs and oversee a team of Learning Managers.
The Senior Director of Learning Programs will work in close collaboration with the entire ACS Workforce Institute team including our CUNY School of Professional Studies and Hunter College Silberman School of Social Work partners leadership and staff at ACS and ACS contract provider agencies the Council of Family and Child Care Agencies (COFCCA) the Office of Children and Family Services (OCFS) and other stakeholders to manage the successful execution of learning programs that promote best practices in instructional and learning design strategies.
KEY RESPONSIBILITIES:
Supervise Learning Program team by prioritizing projects and guiding the development of new instructional materials and ongoing maintenance of developed courses.
Work closely with CUNY Project management team to ensure vendors and ACS Workforce Institute teams are in consistent communication and are working collectively to achieve goals and complete projects.
Ensure consistent and clear communication across all teams and adherence to processes and guidelines.
Review course content during analysis design and development stages for sound pedagogical and instructional design practices; recommend improvements and revisions to course content as needed.
Provide guidance to ACS stakeholders and ACS Workforce Institute Learning Managers to support curriculum design and online instructional design strategies and technologies for the development of course content and assessments that support child welfare and juvenile justice best practice and the building of a competent workforce.
Support the Executive Director of the ACS Workforce Institute by managing projects to ensure they are ontime onbudget and within scope working with the Evaluation Team to monitor key course performance indicators as measured through periodic project reports and afteraction course development analysis.
Work closely with ACS Workforce Institute leadership to research new and innovative instructional design technology practices and cuttingedge delivery strategies to increase engagement adaptability usability and learning in courses.
Keep abreast of instructional design trends and best practices by maintaining professional memberships and attending conferences.

Qualifications :
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience including one year at the administrative or managerial level in a large governmental agency business firm civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to 1 above. However all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
