Job Description

The Center for Health Equity and Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis CHECW works to increase visibility of the harm perpetuated by centuries of racist socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community faithbased and health care organizations. CHECWs work focuses on social determinants of health including environmental and commercial determinants and addresses both upstream and downstream factors to improve health and well being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health the Bureau of Brooklyn Neighborhood Health the Bureau of Harlem Neighborhood Health the Bureau of Chronic Disease Prevention the Bureau of Health Equity Capacity Building the Bureau of Equitable Health Systems and the Bureau of Finance Administration and Services. The divisions Deputy Commissioner also serves as the Agencys Chief Equity Officer and oversees Race to Justice the Agencys internal reform effort to help our staff learn what they can do to better address racial health gaps and improve health outcomes for all New Yorkers. CHECW sits under the Agencys Chief Medical Officer. The Bureau of Equitable Health Systems (BEHS) is the healthcare systems bureau of DOHMH. Our mission is to apply policy evidence and practical expertise to improve equity in health care delivery at the individual organizational and systems levels. We do this by engaging primary care providers and other healthcare organizations to implement evidence based strategies leveraging information to support planning and technical assistance for providers and payers; advancing policy to close the racial equity gap for priority health outcomes; and surfacing opportunities where health care can influence and connect consumers to social support and addressing the whole person beyond physical ailments. Located within the BEHS the Office of Healthcare Systems Strategy and Accountability (OHSSA) advances innovative initiatives to improve healthcare delivery financing policy and strategy in New York City. The Bureau of Equitable Health Services seeks to hire a Healthcare Payment & Financing Innovation Sr. Policy Advisor. This position will be responsible for designing and analyzing payment and financing arrangements related to Local Law 78 and its relationship to Medicaid Medicaid Policy and Programming and local state and federal payment and financing initiatives.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Finance:
Provide expert research briefs and opinions on: Healthcare Accountability and Consumer Protection Act (Local Law 78) Local State and Federal legislation policies and programming. Medicaid Managed Care and Medicare Advantage payment and partnership initiatives to advance public health goals How social service organizations can organize themselves to enter into Medicaid Managed Care contracts efficiently (e.g. forming IPAs etc). How to correct policy that makes possible inequitable and/or segregated healthcare delivery.

Conduct policy research and analyses on payment and financing models of care policies and initiatives.
Payment and Financing Innovation:
Conduct research to design and implement valuebased payment (VBP) and/or alternative payment models (APM) Strategic Planning Implementation and Evaluation of Maternal Home Collaborative a maternal health payment delivery model to address maternal mortality and morbidity Lead efforts to maximize impact of theNYS Medicaid 1115 Waiver on public health outcomes.
Lead managed care collaboration initiatives for COVID19 management and recovery in partnership with Medicaid Managed Care organizations.
Analyze relevant payment and financing initiatives and opportunities at the local state and federal levels and update the Payment and Financing portfolio accordingly
Prepare reports and analyses of payment and financing proposals for bureau and agency leadership.
Continuously update policy goals to reflect key policy and research findings Write payment and financing reports and briefs for a wide variety of audiences including city leadership state leadership and the general public.

Collaborate across DOHMH and partner agencies to disseminate key findings and advance payment and financing innovation goals.
Collaborate on efforts to maximize impact of local state and federal laws (e.g. Healthcare Accountability and Consumer Protect Act Local Law 78 Local Law 52 Local Law 163 etc.).

Lead efforts to maximize impact of NYS AHEAD model.
Colead research projects to obtain improved services and outcomes for Medicaid and Medicare enrollees.
Advance adoption of health insurance payment innovation initiatives such as guarantees of profitability and Medicaid inlieuof services.
Provide technical assistance to internal and external stakeholders programs to advance DOHMHs vision for payment and financing reforms for NYC.

Payment and Financing Initiatives:
Pursue grant funding for payment and financing innovation initiatives. Work closely with OHSSA teams on OHSSA quality assurance deliverables and reporting needs.
Recommend and implement policy and programmatic recommendations. Build relationships with leading payment and financing experts in relevant fields to incorporate best practices and finetune payment and financing goals.

Supervise payment and financing innovation team members.
Perform other duties or special projects as required.


PREFERRED SKILLS:
Advanced degree in public health health policy policy law economics health administration health care management business or similar
5 years of experience in roles that provide an indepth understanding of financial incentives in the healthcare delivery and payment system preferably in a managerial capacity or in healthcare consulting.
At least five years of substantive U.S. healthcare experience with demonstrated expertise in at least one of the following:
Payment and financing experience at local state and/or federal levels
Legislative regulatory and/or research financing and payment policy and analysis
The regulation and financing of hospitals and other healthcare facilities and businesses at the federal state and local levels
The regulation of public and commercial payors at the federal and state levels and the evolution of managed care
The regulation and financing of communitybased organizations (CBOs) at the federal state and local levels
Valuebased payment and/or Alternative Payment Models
Price transparency AllPayer Claims Databases and other employerled strategies promote highvalue care
Medicaid policy and strategy
3 years of experience analyzing hospitals Medicaid and/or Medicare Federal/State regulation.
Some experience in social service or communitybased organizations preferably related to contracting with government and/or insurance companies.
Experience guiding insurance claims data analysis
Experience in Management Service Organizations Independent Practice Associations or other shared service organizations.
Meticulous organized and detailoriented with the ability to selfdirect work both independently and collaboratively
Advanced Microsoft Office (Excel PowerPoint Word and Outlook) skills
Outstanding research analytical and writing skills with strong attention to detail
Ability to synthesize and present information on complex programs policies and budgeting
Strong interpersonal and communication skills
Experience working on interdisciplinary teams
Ability to lead strategic visioning and operationalize missiondriven goals
Ability to prioritize and meet deadlines across multiple projects in a fastpaced environment

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
