Job Description

APPLICANTS MUST BE PERMANENT IN THE COMPUTER ASSOCIATE (SOFTWARE) CIVIL SERVICE TITLE BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE

Under general supervision of the Senior Director of Systems Development & IT Support (Computer Systems Manager M1) with wide latitude for the exercise of independent initiative and judgment the Computer Specialist (Software) II functions as Systems Developer responsible for the development implementation enhancement and maintenance of custom applications as well as custom reports from the Automated State Support Enforcement Tracking System (ASSETS) Oracle DataMart and other systems and data sources used by the Office of Child Support Services (OCSS) including the HRA Enterprise Data Warehouse. The Systems Developer is required to produce complex reports from ASSETS data needed to support agency program initiatives and is responsible for designing and developing reports in the HRA Enterprise Data Warehouse and other HRA systems.

The Office of Child Support Services is recruiting for one (1) System Programmer who will:

Program and generate custom reports from OCSS DataMart based on business specifications. OCSS DataMart is an Oracle 10g database comprised of monthly extract files from NY State. Based on specifications from the Business Analyst the Systems Developer generates custom reports by writing PL/SQL code. Reports include simple or complex code and case lists based on specific criteria statistical data and information on known cases; works in .NET Studio Oracle current working version SQL server MS Access and any other tools as deemed by the Senior Director; conduct quality assurance of reports and testing in conjunction with business staff.

Program custom reports using the HRA Enterprise Data Warehouse (EDW). EDW is a data warehouse that allows users access to Cash Assistance and Medicaid data via OBIEE for Oracle. Programs ad hoc and monthly reports in EDW to extract data relevant to child support including referrals benefit statues and benefit outcomes.

Plan and execute the development of custom systems to support emerging program needs; provides programming analysis to Analyst teams to support program requirements. Prepares AsIs (current) and ToBe (future) process flows functional and technical designs utilizing database application and programs screens workflow and reports for new applications. Work in NET Studio MS Access Oracle 10g SQL Plus and other tools as deemed appropriate by the Director.


Develop programs to conduct matches against OCSS data for ad hoc report requests. Compares data files received from various Agencies to child support records based on specific criteria and produces outcome reports. Evaluates requests for adhoc reports determines the level of effort and estimates the timeframe for delivery.

Provide analysis on custom report requests to determine timeframe for delivery and evaluates all custom report requests to establish level of effort and timeframe for completion. Analysis is based on requests prepared by business staff.

Provide analysis for change requests of existing reports already in production. Based on specifications from business staff evaluates approach for modification process. Manages enhancement request from business users fixes bugs in programming and code migration for existing applications.

Provide analysis and recommendations for the Senior Director on strategic issues including hardware purchases and software licensing.

Qualifications :

(1) A baccalaureate degree from an accredited college including or supplemented by twentyfour (24) semester credits in computer science or a related computer field and two (2) years of satisfactory fulltime software experience in designing programming debugging maintaining implementing and enhancing computer software applications systems programming systems analysis and design data communication software or database design and programming including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A fouryear high school diploma or its educational equivalent and six (6) years of fulltime satisfactory software experience as described in 1 above including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However all candidates must have a four year high school diploma or its educational equivalent plus at least one (1) year of satisfactory fulltime software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations technical support quality assurance (QA) hardware installation help desk or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV in addition to the Qualification Requirements stated above individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration database management systems operating systems data communications systems capacity planning and/or online applications programming.
