The Department of Citywide Administrative Services (DCAS) Human Capital (HC) Line of Service seeks to appoint a Principal Administrative Associates Level 3 to work in the HC Bureau of NYCAPS Central (NCC). NCC is a human resources service center that oversees the expansion and maintenance of NYCAPS (New York City Automated Personnel System) a centralized automated personnel system for human resources professionals managers and employees to access and manage personnel and benefits information. NCC oversees the implementation of civil service and human resources related transactions for over 300000 employees citywide; supports approximately 96000 NYC employees with all their health benefits needs; and manages Employee SelfService (ESS) an online tool that provides NYC employees with easy access to human resources payroll tax City job applications and benefits information.
The NCC HR Group supports all agencies citywide with complex human resources transactions that require PeopleSoft expertise and understanding of the highly customized NYCAPS system.
NYCAPS Central is seeking to hire two (2) Human Resources Process Analysts to perform the following duties and responsibilities:
Serve as PeopleSoft expert and process complex Human Resources transactions and corrections as requested by agency Human Resources Representatives via service requests logged in the Customer Relationship Management (CRM) System.
Conduct complex analysis of employee history records. Troubleshoot any issues from interface files.
Serve as agency pointofcontact citywide for Human Resources related inquiries.
Serve as eHire and Human Resources processing subject matter expert to address training and knowledge management gaps.
Collaborate with the NCC Help Desk Change Management and Human Resources Information Systems units on HR related inquiries and escalations.
Handle special projects and assignments.
Provide process and technical support to agencies citywide as needed.

Qualifications :
1. A baccalaureate degree from an accredited college and three years of satisfactory fulltime progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
