Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy safe and clean by collecting recycling and disposing of waste cleaning City streets and vacant lots and clearing snow and ice. DSNY is the nations largest municipal sanitation agency with nearly 10000 employees 59 district garages and a fleet of more than 5000 trucks cars and other types of equipment. The Department clears litter snow and ice from approximately 6500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. The Deputy Commissioner of Support Services will be responsible for overseeing all aspects of work within the Bureau of Building Maintenance the Bureau of Motor Equipment and Facilities Planning & Engineering.

The responsibilities will include but are not limited to:

1.Under executive direction with broad latitude for the exercise of independent judgment plans controls and directs programs of Support Services within Department of Sanitation and all its plants throughout the city.
2.Manges 24/7 response to operational and weather emergencies related to facility construction and maintenance and fleet readiness.
3.Establishes and maintains productivity monitoring systems and utilizes data to make decisions regarding policy which will improve productivity.
4.Ensures the operability and readiness of all vehicles necessary to maintain daily Department operations.
5.Implements systems and programs to effectively reduce operating costs while maintaining or increasing service levels.
6.Develops and initiates Capital Improvement/Building Projects as may be required to upgrade present or to provide new operating facilities and supervise various phases of such projects when implemented including initiating and monitoring purchases funding for the acquisition of capital equipment within the Department.
7.Oversees operation of the bureau and forecasts future upgrades for all infrastructure trucks and systems and operational plan on improvements
8.Reviews and analyzes bureaus current needs and works to obtain resources oversees procurement needs acquisition of parts and inventory and vendors as needed.
9.Oversee tickets review daily reports and adjust priorities of the teams and work with BCC to ensure BCC operation is running smoothly.
10.Supervises and coordinates Parts Purchasing and Procurement which determines lead times for ordering parts shipping instructions prices and maintains liaison with vendors.
11.Act as emergency oncall executive during all emergencies including snowstorms and manage staff allocation to trucks and target to minimize down time.
12.Oversees systematic needs including obtaining latest software to effectively track and improve operation.
13.Maintain relationship with other City Agencies and partner with them on various Citywide and DSNY initiatives to meet goals.
14.Stay up to date with current technology and advancements within related fields and confers with the Commissioner and other high level executive officials to formulate policy for development and implementation the use of latest technology and systems throughout the Department.
15.Manage and administer personnel and OTPS budget within Support Services.


Qualifications :

1. A Masters Degree from an accredited college in Public Administration Personnel Administration Business Administration Human Services Political Science or a related field such as construction repair alteration and/or rehabilitation of multiple dwellings commercial industrial or public buildings fleet maintenance procurement and/or construction management of capital projects plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A Bachelors degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
3. A fouryear high school diploma or its educational equivalent and nine years of satisfactory fulltime progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity; or
4. A satisfactory combination of education and experience equivalent to 1 2 or 3 above. However all candidates must have at least a fouryear high school diploma or its educational equivalent approved by a States department of education or recognized accrediting organization and must possess at least three years of experience as described in 1 above including the 18 months of administrative managerial executive or supervisory experience as described in 1 above.
