The New York City Department of Sanitation (DSNY) keeps New York City healthy safe and clean by collecting recycling and disposing of waste cleaning City streets and vacant lots and clearing snow and ice. DSNY is the nations largest municipal sanitation agency with nearly 10000 employees 59 district garages and a fleet of more than 5000 trucks cars and other types of equipment. The Department clears litter snow and ice from approximately 6500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets.
The Deputy Commissioner for Solid Waste Management will oversee the planning and administration of the Citys solid waste management systems. The Deputy Commissioner will be responsible for the implementation of the Citys comprehensive Solid Waste Management Plan and will oversee all aspects of waste disposal and recyclables processing the construction of marine transfer stations and the closure of the Fresh Kills landfill. The Deputy Commissioner will collaborate with other Department units and bureaus and with other City agencies to fulfill these responsibilities.
Under executive direction with wide latitude for independent initiative and judgment the Deputy Commissioner for Solid Waste Management will be responsible for the management and operations of the programs listed below.
Waste Recycling and Disposal Operations: Procures and manages interim and longterm contracts for waste disposal organic material processing and recyclable processing. Reviews and audits invoices for waste disposal and recycling. Maintains constant communications with transfer stations and processing facilities and Department operations and collection staff.
Solid Waste Engineering: In collaboration with DSNY Facilities Planning & Engineering reviews facility designs and processes change orders and delay claims related to transfer station construction projects. Supervises construction management and liaises with project managers at the Department of Design and Construction. Administers all aspects of the Fresh Kills Landfill closure including the operation of the landfill gas plant and leachate treatment plant.
Longterm Planning and Environmental Assessment: Conducts environmental analyses related to design permitting and operation of solid waste management facilities. Develops sustainable equitable longterm plans for solid waste management and recycling in New York City.
Qualifications :
1. A Masters Degree from an accredited college in Public Administration Personnel Administration Business Administration Human Services Political Science or a related field such as construction repair alteration and/or rehabilitation of multiple dwellings commercial industrial or public buildings fleet maintenance procurement and/or construction management of capital projects plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A Bachelors degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
3. A fouryear high school diploma or its educational equivalent and nine years of satisfactory fulltime progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity; or
4. A satisfactory combination of education and experience equivalent to 1 2 or 3 above. However all candidates must have at least a fouryear high school diploma or its educational equivalent approved by a States department of education or recognized accrediting organization and must possess at least three years of experience as described in 1 above including the 18 months of administrative managerial executive or supervisory experience as described in 1 above.
