DCAS seeks a Deputy Commissioner of Administration who is responsible for the formulation and implementation of all human resource functions to achieve best practices for program and organizational objectives. This role will establish human resource systems that facilitate efficiency reduce risk exposure and promote a diverse resultsoriented performance culture. In addition to Human Resource functions the position oversees Payroll & Timekeeping Employee Relations printing and records management the CityStore and the Office of Transportation Services.

Responsibilities of the Deputy Commissioner include but are not limited the following:

Drive key Human Resources initiatives in the oversight of all aspects of HR functions including new hire backfill and promotion packages onboarding employee relations payroll and timekeeping benefits analytics HR compliance change management and organizational and performance management.
Perform analysis for human resources management and personnel providing recommendations and solutions for complex problems.
Possess an indepth understanding of civil service rules laws regulations and policies as well as knowledge of the civil service titles.
Develop system operations to improve customer service such as ensuring timely processing and approval of all HR requests.
Oversee development of updated standard operating procedures to standardize agency personnel and human resources protocol.
Direct organizational and human resource analysis and management reporting systems including the development of new metrics to drive performance and success.
Function as a strategic business advisor to the executive/senior management of each unit regarding key organizational and management issues and assist in making informed personnel decisions.
Develop comprehensive strategic recruiting and retention plans for agency recruitment including identifying future workforce needs setting benchmarks and communicating potential talent gaps and business solutions to executive leadership.
Assist with development of new pathways to city employment including internship/fellowship programs and working with the Lines of Service to develop agencyspecific pathways for needs unique to DCAS.
Develop and promote programs that will improve employee morale performance and productivity.
Ensuring the efficient daily operation of agency support services including the Language Access Plan printing services and agency records management including championing efforts to reduce unnecessary printing and paper use as well as ensuring compliance with all records management policies.
Oversee the Office of Transportation Services which provides transportation and coordination for senior City Hall staff and serves particular agency needs.
Oversee the Director of CityStore assist with expanding the CityStores brand and identify potential methods for improving the daytoday operations.
