Transportation Planning & Management (TPM) is responsible for the safe efficient and environmentally responsible movement of people and goods on the Citys streets supporting the larger goals of economic and social vitality for people living working and doing business in New York City. The Divisions core functions operational responsibilities for street infrastructure that regulates traffic flow parking and commercial deliveries and ensure the safety of motor vehicle occupants pedestrians and bike riders and for developing and implementing a wide range of projects that further safety efficiency and sustainability goals.
TPM is seeking a Deputy Director for the Mobility Management Program (MMP) within the Strategic Planning Unit. The MMP improves transportation access for underserved communities including individuals with disabilities lowincome residents and those with limited English proficiency. Its core areas include:
Capacity Building Training staff and providing resources for inclusive project planning.
Research Conducting studies to understand community needs (e.g. Travel Surveys of People with Disabilities and LowIncome Populations).
Public Engagement Collaborating with stakeholders to create communitydriven solutions.
Reporting to the Director of Strategic Planning the Deputy Director will drive transportation equity develop inclusion tools and lead racial equity discussions as part of DOTs contributions to the Citywide Racial Equity Plan. The ideal candidate will oversee agencywide equity initiatives track progress and ensure equity objectives are integrated throughout the organization.
The Deputy Director will develop outreach strategies maintain engagement procedures and strengthen partnerships through programs like Community Workshops. They will oversee data tracking coordinate annual REP Progress Reports and secure grants for equity and accessibility projects. Additionally the role will support longterm planning through the MPOs and Coordinate Public Transit Human Services Transportation Plan.
In addition to overseeing four(4) fulltime staff the Deputy Director will ensure timely and budgetconscious project delivery while fostering collaboration across teams. The ideal candidate will demonstrate strong leadership problemsolving skills and experience working within both City government and regional planning contexts. Effective communication is essential as the Deputy Director will engage with stakeholders and team members to advance DOTs equity goals.
Preferred Skills
The preferred candidate is a wellorganized selfstarter with a proven track record managing staff and complex projects. Knowledge of transportation equity and accessibility requirements as well as best practices is key. Experience should include community outreach and public participation techniques research writing reports and preparing presentations. In addition the ideal candidate should have a background in planning with a proven track record coordinating across various areas of specialization and with multiple staff within a complex work environment. Ideally the candidate is proficient in ArcGIS MS and Adobe Suites as well as a working knowledge of statistics to be used in the advancement of research or reporting projects.

This position is eligible for remote work up to 2 days per week pursuant to the Remote Work Pilot Program agreed to between the City and DC37.This position is open to qualified persons with a disability who are eligible for the 55a program. Qualifications :
1. A masters degree in transportation engineering mathematics urban planning architecture landscape architecture urban studies or related physical and social science fields; or
2. A baccalaureate degree in engineering from an accredited college and one year of fulltime satisfactory experience performing technical work on roadway transportation and traffic studies and areawide traffic programs; or
3. A baccalaureate degree from an accredited college and two years of fulltime satisfactory experience as described in 2 above; or
4. An associate degree or completion of 60 semester credits from an accredited college and four years of fulltime satisfactory experience as described in 2 above; or
5. A fouryear high school diploma or its educational equivalent and six years of fulltime satisfactory experience as described in 2 above.
SPECIAL NOTE:
In addition to meeting the minimum Qualification Requirements above:
To be assigned to Assignment Level II the candidate must have an additional year of experience as described in the Qualification Requirements listed under 2 above.
To be assigned to Assignment Level III the candidate must have an additional two years of experience as described in the Qualification Requirements listed under 2 above.
