Job Description

Principal Administrative Associate II10124 (Multicivil service title strategy. Open to candidates who are permanent in the civil service title of Principal Administrative Associate II or Staff Analyst II).

The Bureau of the Controller within the Division of Finance is responsible for reviewing and ensuring that collective bargaining contractual changes to salaries (RIP (Recurring Increment Payment) differentials longevities and other title pay entitlements) are implemented accurately and in accordance with the requirements stipulated in the labor contracts for union represented titles.

The selected candidate will be reporting to the Director of Payroll compliance along with other payment Analyst. You will be responsible to ensure compliance with the Citywide Agreement all current civilian nonmanagerial contracts negotiated between the Office of Labor Relations and the respective unions the yearly Overtime Salary Cap and Citywide Memorandum of Agreement provisions for FullTime Per Diems.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Review employee information to process the salary maturation for staff. This includes processes salary maturation for staff by reviewing the employees employment information.
Review an employees employment history to determine payment eligibility for the respective Additions to Gross (ATG) pay. Submits payment transactions to HRs Employee Service Unit for NYCAPS processing. Reviews an employees employment record the DCAS title specification with pay and ATG information for each title and/or individual contracts to determine eligibility. Reviews the OPA quarterly eligibility roster for quarterly processing and submits payment transactions for processing.
Review and submits information for collective bargaining increases utilizing the guidelines as set forth by OPA. Including all increases for active employees are approved within the given timeframe. Research incorrect salaries and makes the necessary manual adjustments. Ensures salary increase are implemented by the Office of Payroll (OPA) mandated deadline.
Research and respond to employees inquiries concerning salary adjustments title eligibility and additions to gross. Research is done promptly and accurately and responds to inquiries in a clear concise and professional manner
Special Projects including respond to management needs on working special projects such as but not limited to creating reports analyzing and processing data.
Coordinate with Payroll Compliance Auditors to verify that implemented collective bargaining increases incumbent rates or applied ATGs are correct and updated for audit request and grievance processes. Includes supplying documentation on salary adjustments for assigned CBUs.
Weekly review of NYCAPS action to identify and correct errors associated with overpayment. This includes weekly review to PMS adjustments and timely feedback to HR for corrections and followup to reduce under and overpayments.
Coordinate with the Accounting Unit on assigned CBUs to address salary adjustments related to recoupment because of overpayment or under payment for staff notification. This also includes sending the Accounting Unit justifications for processed HR actions. This will lead to reduced request for information that recreates the lag in staff notification for under and overpayments.
Respond to employees salary inquiries on ATG eligibility missing ATG request for reinstatement of ATG or deductions tickets within 72 hrs. and any other follow up request relating to the request.

Qualifications :

1. A baccalaureate degree from an accredited college and three years of satisfactory fulltime progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
