The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to selfsufficiency as quickly as possible.
HRA/General Support Services (GSS) provides safe healthy and appropriate facilities for HRAs various social service programs. Its many functions include facilities planning and coordination design and construction renovation repair and maintenance custodial and other building services health/safety program coordination lease and property management land use and environmental review activities contract administration for facilities services and warehouse operations. GSS plays a major role in HRA emergency preparedness.
under the general direction of the Executive Director of Space and Design and with wide latitude for independent judgment and initiative will oversee the Architectural Division with the primary goal of meeting the Agencys design needs and to produce sustainable functional cost effective and aesthetically pleasing designs. In the absence of the Executive Director the Director of the Architectural Division will lead the entire Bureau of Space and Design which includes the Engineering Unit to ensure continuity in projects. The projects will include but are not limited to newly acquired space alterations and adaptive reuse of existing spaces from the earliest stages of conceptual planning right through to completion.
General Support Services (GSS) / Facilities Operations (FO) Bureau of Space and Design (BSD) Division of Architecture & Engineering (DAE) is recruiting for one Administrative Architect M2 to function as Director of the Architectural Division who will:
Direct the Architectural Division which designs space for HRAs diverse programs in over 50 locations occupied by the Agency. Direct and monitor the planning and scheduling of all architectural assignments; ensure that the latest architectural trends and product advancements are incorporated into all designs.
Maintain liaison with HRA Programs and attend meetings to interpret their needs and workflow into a design that functionally meets their needs while maximizing the space. Integrate the needs of the programs with necessary design elements prescribed by service redesign to produce a functional design. Coordinate the work of the other GSS units to produce a project schedule and monitor its progress. The Director works closely with the programs and GSS units to ensure that the program needs are met.
Review all drawings specifications and other documents requiring filing with regulatory agencies including the Departments of Buildings Fire and Environmental Protection. Maintain liaison with staff from oversight agencies to address any concerns and expedite approvals as necessary.
Ensure the involvement of the necessary parties during the construction phase to check on project progress maintain quality control and address issues that may arise during the construction phase. In the absence of the Executive Director will provide the oversight and direction for the Engineering staff to ensure detailed construction documents are produced within budget constraints and the department established timelines.
Plan and direct field surveys and feasibility studies to determine the suitability and cost of converting existing buildings to accommodate program needs. Direct the development of cost estimates and budget modifications for each assigned project.
Manage the interpretation of drawings and specifications and authorize relative to existing field conditions.
Manage the preparation of scopes of work for consultant architectural work and reviews such work to determine contract compliance prior to authorization for payment.

Qualifications :
A valid New York State Registration as an Architect is required. In addition candidates must have six ( 6 ) years of fulltime paid experience in architectural work at least two (2) years of which shall have been as an administrative architect.
