The Office of Human Resources (OHR) seeks a dynamic and highly motivated individual to serve as Senior Director of Payroll and Timekeeping. The Senior Director will report directly to the Chief Human Resources Officer and work closely with the HR team to develop and execute strategy and key initiatives related to Human Resources with a focus on supporting and overseeing Payroll and Timekeeping operations.
The selected individual will be knowledgeable in the Citys standard operating procedures for time and leave and payroll and help to ensure that NYC Aging is in compliance with all applicable civil service laws and collective bargaining agreements as well as the agencys policies and procedures. The Senior Director will provide a wide range of HR support across multiple HR functions and assist in the development and execution of HRrelated projects including the creation of internal standard operating procedures (SOPs) and process improvement. The Senior Director of Payroll and Timekeeping duties and responsibilities will include but not be limited to the following:
Oversee all Payroll and Timekeeping functions and provide effective leadership and direction to staff and direct reports
Analyze current Payroll and Timekeeping procedures to streamline operations; and create quality assurance standards and ensure they are followed
Keep staff abreast of procedural updates; and monitor implementation of all Payroll and Timekeeping transactions to ensure they are entered following citywide protocols and with accuracy and integrity
Ensure compliance with all Payroll and Timekeeping directives and policies and procedures issued by the City of New York oversight agencies
Oversee the agency Managerial Lump Sum payments to ensure accuracy and timely processing
Serve as the agency liaison with OPA NYCAPS Central and OLR regarding Payroll and Timekeeping issues
Ensure accuracy and reporting of retro pay triggers onetime payments onetime deductions supplemental payroll requests additions to gross and collective bargaining increases; and accurate audit of NYC Aging employees time and leave
Provide a highlevel of customer service to NYC Aging employees and investigate discrepancies
Support the review of Payroll and Timekeeping reports
Works with Payroll and Timekeeping supervisors to ensure Payroll and Timekeeping issues are addressed and resolved in a timely manner
Oversee Motor Vehicle and Parking Fringe benefits procedures
Perform additional duties as assigned
Only permanent Administrative Staff Analyst employees and those in an equivalent permanent title (e.g. Administrative Manager) are eligible to apply.
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management. Eighteen (18) months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory fulltime professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and eight years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
5. A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least two years of experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
