Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $88732 $93000.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ASSOCIATE STAFF ANALYST*

The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

The Office of the General Counsel (OGC) provides legal representation and advice to the Commissioner and all divisions at ACS. OGC identifies areas of legal vulnerability and coordinates with other Divisions to ensure compliance with court orders consent decrees and other legal and regulatory mandates. OGC also works closely with the NYC Law Department to minimize risk and avoid litigation and defend ACS in class action and individual lawsuits. OGC is comprised of six legal units and two nonlegal units.

The Office of Procurement headed by the Agency Chief Contracting Officer (ACCO) is responsible for purchasing necessary goods and services needed to protect the Citys children and families. Procurement staff are responsible for processing various procurement activities which include but not limited to Request for Proposals (RFP) competitive sealed bids proposal & bid responsiveness reviews negotiated acquisitions and competitive & noncompetitive small purchases. The procurement staff shepherd contract awards through the Citys multistep procurement registration process which includes approval by internal and external stakeholders. Procurement staff are also responsible for processing all contract actions which include but not limited to new awards amendments extensions negotiated acquisition extensions and renewals. In addition Procurement staff conduct vendor responsibility determinations and register contract awards with the New York City Comptrollers Office.

Under the supervision of the Deputy Agency Chief Contracting Officer (DACCO) and the Assistant Deputy Agency Chief Contracting Officer (ADACCO) the responsibilities of the Contracting Officer will include but is not limited to:

Assist the DACCO/ADACCO in processing RFx by drafting/revising solicitations reviewing proposals to determine responsiveness request clarifications and perform quality assurance reviews of submitted evaluations.
Ensure the timely processing and registration of contract awards which include but not limited to preparing recommendations for awards requests for contract changes renewals and extensions.
Conduct research and gather information from vendors to prepare responsibility determination reports.
Ensure all procurement documents are properly prepared in compliance with the Procurement Policy Board (PPB) rules Mayoral directives and other oversight mandates.
Coordinates with ACS Program units and human service contractors on the preparation distribution and collection of contract and procurement documents.
Liaise with internal and external stakeholders regarding procurement matters.
Perform all procurement functions in the Procurement and Sourcing Solutions Portal (PASSPort) system; the Financial Management System (FMS); and other related agency systems.
Ensure completion of post registration archiving activities such as scanning printing and filing.
Assist with special projects and other related duties as assigned.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory fulltime professional experience in the areas described in 1 above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory fulltime professional experience as described in 1 above.

4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory fulltime professional experience as described in 1 above.

5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
