Job Description

The NC Department of Health and Human Services (DHHS) is seeking a senior Business Analyst to support the business process and requirements analysis of the Division of Ageing Modernization Effort (DAAS)

DESCRIPTION OF WORK:

DAAS is seeking to upgrade their current casebased Adult Protective Services Register (APSR) and Disinterested Public Agent Guardians (DPAG) systems. This senior Business Analyst role will work with the business and other stakeholders to support the business process analysis. The BA will use N.C. Department of Information Technology Business Analysis Team tools and templates to document requirements. The project will be utilizing the agile methodology.

RESPONSIBILITIES

Develop a strong understanding of the functions uses and requirements for expansion of the current APSR DPAG and Modernization Effort
Identifying and documenting current and state process workflows and data flow
Developing documents such as: Business objects inventory list Reports email notifications and Forms List Email Notifications/Letters Inventory List User Stories Permission Matrix Wireframes
Additional development of documents may include but is not limited to entity relationship diagrams data dictionaries system context diagrams
Gather and document business requirements and functional requirements needed for procurement documents
Assisting in performing functional and integrated testing
Preparing and maintaining project documentation and artifacts including analysis reports and user documentation
Working with project manager developers and endusers to ensure application designs meet business requirements
Providing UAT support including developing test scenarios and cases using DHHS methodology
Supporting required system golive activities
Documenting gap analysis
Track delivery and review/approval progress of each deliverable in accordance with approved Project Work Plan and RAM
Attending PMO meetings

Employee will perform other related work as required
The employee will travel in the local Raleigh area to attend meetings as needed

KNOWLEDGE SKILLS AND ABILITIES / COMPETENCIES

Demonstrated experience participating in the documentation of functional requirements and technical specifications for existing and new applications
Gathering and documenting business and functional requirements suitable for procurement documentation
Strong writing and communication skills
Collaboration and relationshipbuilding with their team members and clients
Resultsoriented individual with a very strong work ethic and must be able to demonstrate excellent negotiation communication and problemsolving skills
Ability to work with customers as a member of crossdivisional work groups and maintain positive and productive relationships with customers peers and superiors

Ability to prepare and present oral and written documents clearly and concisely
Ability to manage complex assignments with multiple work streams and aggressive (and sometimes competing) timelines
Understanding of Software Development Lifecycle (SDLC) concepts and process
Knowledge of and experience with IT Service Management best practices and principles
Experience with Microsoft Office Suite (MS Word EXCEL PowerPoint Visio) and Microsoft Project
Extensive understanding of SharePoint end user experience sites libraries lists and groups
Knowledge of Ageing Resource Management if desired
Must have familiarity with agile methodology tools and frameworks i.e. Scrum Kanban
Experience working for Federal or State government is preferred
Experience with software implementation projects and with Cloud technologies
