Tasks & Activities 1. Issuance of ImporterExporter Code (IEC)
The IEC is a mandatory registration number for any entity wishing to import or export goods in India.
Activity: DGFT processes applications for IEC verifies documents and issues the code. The IEC is required for customs clearance filing exportimport transactions and availing of export benefits.
2. Formulation and Implementation of Foreign Trade Policy (FTP)
DGFT formulates the Foreign Trade Policy (FTP) which defines the framework for India s international trade including export and import guidelines tariff rates and export promotion schemes.
Activity: The DGFT monitors updates and ensures that the FTP is followed regularly releasing policy updates (typically every 5 years). The policy encourages and incentivizes exporters through schemes like MEIS SEIS and EPCG.
3. Issuance and Administration of Export Promotion Schemes
DGFT administers various export promotion schemes to encourage exports and enhance the competitiveness of Indian products.
Activities:
o MEIS (Merchandise Exports from India Scheme): Provides incentives to exporters for the export of specified products.
o SEIS (Services Exports from India Scheme): Provides incentives to exporters of services.
o EPCG (Export Promotion Capital Goods): Facilitates the import of capital goods at zero or concessional duty.
o Advance Authorization Scheme: Provides dutyfree imports of inputs required for manufacturing export products.
o Duty Drawback Scheme: Refunds duties on exported goods to encourage manufacturers to participate in export activities.
4. Import and Export Licensing
Certain goods are subject to licensing or restrictions under the FTP and are controlled by DGFT.
DGFT issues import/export licenses for restricted products.It also grants noobjection certificates (NOCs) and permissions for the import/export of controlled items.DGFT ensures compliance with national security health and environmental regulations for certain restricted goods.
5. Monitoring and Compliance of EXIM Activities
Ensure that exporters and importers comply with the relevant exportimport regulations and policies.
Conduct regular checks on exportimport transactions to ensure they adhere to the Foreign Trade Policy (FTP).
Enforce penalties or sanctions for violations like overinvoicing underinvoicing and misuse of export incentives.
6. RegistrationCumMembership Certificate (RCMC)
RCMC is required for exporters to avail of certain export incentives.
DGFT issues RCMCs through Export Promotion Councils (EPCs) for exporters in specific sectors. It serves as a proof of eligibility to receive exportrelated benefits.
7. Trade Facilitation and Capacity Building
DGFT facilitates exporters and importers by simplifying trade processes educating stakeholders and resolving issues.
Organizing workshops seminars and training sessions for businesses on international trade customs regulations and the FTP.
Providing guidance on documentation procedures and regulations for exporters and importers.
8. Handling of ExportImport Documentation
Manage documentation related to exports and imports including compliance with customs procedures and regulations.
DGFT ensures the correct submission of Export Declaration Forms (EDF) Shipping Bills Bills of Entry and other related paperwork.
It also manages the submission of export incentive claims under different schemes like MEIS and SEIS.
9. Trade Data and Market Intelligence
DGFT collects and disseminates traderelated data and intelligence to assist businesses in making informed decisions.
o Maintaining trade statistics and providing market intelligence reports that help businesses target new international markets.
o Sharing information on new trade opportunities tariff structures and regulatory changes.
10. Implementation of International Trade Agreements
Task: DGFT supports the Government of India in negotiating and implementing Free Trade Agreements (FTAs) and other bilateral and multilateral trade agreements.
DGFT works with other ministries to ensure compliance with the terms and benefits of FTAs.
It ensures that exporters and importers are aware of tariff reductions preferential trading terms and other benefits under such agreements.
11. Dealing with ExportImport Disputes
Resolve issues related to EXIM activities that may arise between traders exporters importers and the government.
Addressing disputes regarding the noncompliance of foreign trade policies customs issues and the misuse of export incentives.
Acting as a mediator in resolving issues related to trade policy violations and regulations.
12. Promotion of ExportImport Relations
Strengthen Indias global trade relations through diplomacy and trade negotiations.
DGFT liaises with international trade bodies foreign governments and international organizations to promote Indian exports.
It also participates in international trade forums to advocate for Indian businesses and explore new markets for Indian goods and services.
13. Managing Special Economic Zones (SEZ) and Export Oriented Units (EOU)
Oversee the functioning of SEZs and EOUs which enjoy special exemptions and incentives for export activities.
Issuing approvals and monitoring compliance for units in SEZs and EOUs.
Ensuring that the units maintain their export focus and adhere to the rules of the respective schemes.
14. Regulation of Sensitive Goods Exports
Regulate the export of goods that are sensitive or critical to national security economy or foreign relations.
DGFT controls the export of military goods sensitive technologies and items covered under international export control regimes such as the Wassenaar Arrangement.
Issuing licenses for these items and ensuring compliance with international obligations.
15. Public Awareness and Communication
Raise awareness about changes in exportimport regulations and schemes.
Publishing notifications circulars and advisories to communicate policy changes and updates to exporters and importers.
Engaging with stakeholders through forums online portals and consultations.
