Job Description

The Capital Project Procurement Lead supports the Group Capital Procurement team and is responsible for leading the overall sourcing process on capital projects under the supervision and guidance of the Project Portfolio Procurement Lead and in accordance with the established respective category strategies and processes.

He/she represents Capital procurement organization within the Capital project crossfunctional team.

The primary responsibility of the Project Procurement lead is to develop and execute the project procurement strategy & approach for one or multiple projects within the capital portfolio ensuring that engineering construction equipment and trades contracts are established and are in line with the delivery & contracting strategy for the project.

The project procurement lead will:

  1. Develop in alignment with the Project Director /Manager the Procurement delivery & contracting strategy including definition of the specific project KPIs & objectives to be assigned to suppliers supporting the project.
  2. Lead or ensure that the scoping of the equipment packages are properly defined;
  3. Lead or support the category lead for contract negotiations for equipment & trades packages & EPCM partners.
  4. Lead selection of EPCM contractor including contract negotiation of EPCM contract with support from JM legal;
  5. Performance manage any nominated EPCM contractor (when applicable) execute procurement activities for all packages to contract close out;
  6. Lead all equipment packages to close contract close out/handover;
  7. Provide regular reporting on procurement performance to JM project team and leadership team.
  8. Ensure adherence to established category strategies JM supplier relationship management process and support its application with critical suppliers for projects.
  9. Lead in accordance with the Group Procurement Operating Model Group Policies and Standards.
  10. Principal accountabilities

  11. Ownership of the project procurement plan and its execution in line with project priorities programme and business requirements.
  12. Enable alignment with respective category strategies / feed project information & lessons learned to the respective category leaders.
  13. Ensure adherence to Johnson Matthey procurement policies procedures business practices and codes of practice.
  14. Represent procurement within the project team and to projects key stakeholders in project governance meetings providing leadership as required.
  15. Lead selection of and negotiate contract for Engineering services EPCM contractor.
  16. Ensure the procurement activity for all packages whether executed by BU or nominated EPCM contractor are conducted in a competitive and transparent manner and in accordance with project delivery requirements and JM policies.
  17. Drive procurement of critical & high value packages in a timely manner negotiating cost savings and mitigating supply risk on the project.
  18. Support supplier selection following a standard purchasing approach (quality total cost delivery time innovation avoid single sourcing promote standardisation).
  19. Analyse and challenge the needs.
  20. Sharing barriers and key information with BU Procurement leadership as well as Group Procurement category leaders.
  21. Supporting the Supplier Sustainability Development Programme to ensure supplier complies with Johnson Matthey requirements for sustainability and ethical corporate behaviour and assist in managing supply chain risks.
  22. Provide timely warning to BU senior management and relevant internal customers on supplier quality management issues highlighting serious concerns or likely impact to customers.
  23. Work collaboratively with BU and Group Procurement to ensure appropriate supplier performance management plans are in place.
  24. Monitor performance of suppliers and support Project Managers mitigate project risk.
  25. Provide regular reporting to both the project team and Group Procurement Global Category Leader

    710 years experience within a project Procurement role in chemical oil & gas life science industry

    Essential

    Experience capital project procurement management gained within industrial /construction projects

    Essential

    Knowledge and experience in managing major engineering/contractor firms as well as construction subcontractor base.

    Knowledge of quality standards tools and processes

    Understanding of IChemE & FIDIC type contract templates

    Desirable

    Strong negotiation skills

    Demonstrable experience in successfully leading and conducting contract negotiation across technical commercial and legal areas
