Must Haves:
- 35 years experience in conducting digital and datarelated value stream analyses documenting as is and to be processes and aligning them with healthcare interoperability standards (e.g. HL7 FHIR SNOMED CT).
- 35 years experience in developing and implementing operating models with a focus on governance engagement and alignment with interoperability standards (e.g. HL7 FHIR) and clinical data governance practices.
- 57 years experience in business architecture methods and tools such as business process mapping capability modeling and value stream analysis with a focus on digital health interoperability and clinical data governance.
- Proven ability to manage partnerships and lead crossfunctional teams in delivering business architecture and governance solutions aligned with healthcare interoperability and data standards.
- Public Sector Experience: Preferred
Description Background Information:
Ontario Health is focused on building an integrated health system that delivers highquality accessible care to Ontarians. As part of this effort Ontario Health is advancing several key initiatives including the DHIEX (Digital Health Interoperability and Exchange) Data and Analytics Transformation and Provincial Health Data and Digital Service (PHDDS) programs. These initiatives are guided by the Digital First for Health 2.0 strategy which emphasizes integrated secure data systems and patientcentered care. Ontario Healths approach aligns with provincial and panCanadian standards ensuring that health data is shared governed and utilized effectively to improve care outcomes.
The DHIEX program leads the development and implementation of interoperability standards and frameworks across Ontarios healthcare system. It facilitates seamless data sharing between digital platforms enabling Ontario Health Teams (OHTs) to provide coordinated patientcentered care. The Data for Connected Health and Digital Health Standards departments are supporting the modernization of clinical data governance and analytical capabilities to ensure timely actionable insights that enhance system performance and address health inequities. PHDDS Program is building a unified provincial platform for health data management driving secure integrated access to data across the healthcare system.
These programs and departments are being executed in a fiscally constrained environment necessitating efficient delivery and governance models. A Senior Business Architect is essential to harmonize business and digital operating models align clinical data governance frameworks and ensure that interoperability standards are applied consistently across all programs. Without this role critical gaps in governance alignment and execution could risk delays inefficiencies and noncompliance with provincial standards.
Business Model Innovation and Transformation: Objective: There is a need for business model innovation and transformation as a result of diverse business and operating models across the provincial digital health network.
Operating in a Fiscally Constrained Environment: Objective/Goal: We are operating in a fiscally constrained environment where resources are limited and value for money for information technology data and interoperability products and services are regularly scrutinized.
Modernization of Governance Processes and Ways of Working: Objective/Goal: Modernization of processes and ways of working as the digital and data landscape continues to evolve at a rapid pace.
Efficiencies and Standardization of Interoperability and Data Capabilities: Objective/Goal: Efficiencies and standardization of Interoperability capabilities (including processes information and technology) across the network.
Transformation of Interoperability and Data Capabilities: Objective/Goal: We need to transform our capabilities as we adopt a customercentered digital mindset.
Must haves: - Experience in developing and implementing operating models with a focus on governance engagement and alignment with interoperability standards (e.g. HL7 FHIR) and clinical data governance practices.
- Proven expertise in organizational transformation assessments including readiness risks and systemwide impacts in largescale digital and data initiatives particularly in healthcare settings.
- Strong background in change management strategies including continuous improvement methodologies (Lean Agile) and the ability to sustain transformation efforts aligned with health data interoperability.
- Proficiency in business architecture methods and tools such as business process mapping capability modeling and value stream analysis with a focus on digital health interoperability and clinical data governance.
- Experience in conducting digital and datarelated value stream analyses documenting as is and to be processes and aligning them with healthcare interoperability standards (e.g. HL7 FHIR SNOMED CT).
- Deep understanding of interoperability standards and architecture frameworks (e.g. TOGAF Zachmann HL7 FHIR SNOMED CT) and their application to healthcare systems ensuring seamless data exchange and clinical data governance.
- Excellent facilitation negotiation and consensusbuilding skills with the ability to engage stakeholders and drive collaboration across multidisciplinary teams.
- Strong communication and presentation skills to articulate complex data interoperability and governance frameworks to executivelevel stakeholders.
- Analytical and critical thinking abilities to identify and resolve issues related to data integration interoperability and digital transformation with a focus on healthcare.
- Proven ability to manage partnerships and lead crossfunctional teams in delivering business architecture and governance solutions aligned with healthcare interoperability and data standards.
Responsibilities: The Business Architect will be responsible for supporting the portfolios vision to reimagine healthcare data and interoperability capabilities fostering a more connected healthcare system and promoting a citizencentered digitalfirst mindset. The Business Architect will support the Digital Excellence in Health digital and transformation strategy roadmap and change management working closely with stakeholders and teams to deliver business outcomes across a complex stakeholder landscape. The Business Architect will design business and operating models to achieve its strategic vision and build transformative capabilities.
Key responsibilities include:
Facilitate Business Model Innovation and Transformation: - Analyze existing business and operating models to identify areas for innovation and transformation.
- Develop and implement innovative business models aligned with Ontario Healths strategic goals.
- Collaborate with partners to ensure successful adoption of new business models.
Support Fiscal Responsibility: - Evaluate digital and data services for costeffectiveness and value for money.
- Monitor and report on financial performance and resource utilization to align with budget constraints.
Guide Modernization Efforts: - Assess current processes to identify modernization opportunities.
- Define and implement new processes to improve efficiency and effectiveness.
- Stay updated on industry trends and best practices to guide modernization efforts.
Standardize data and interoperability capabilities and processes: - Develop and enforce standards for data and interoperability for OH.
- Design and implement streamlined processes.
- Ensure compliance with relevant regulations and policies.
Implement CustomerCentered Digital and Data Transformation: - Advocate for a customercentered approach in all digital initiatives.
- Design solutions to enhance user experience and satisfaction.

Required Skills:

The deliverables for the Business Architect include but are not limited to:
Architecture Artifacts: Develop conceptual and business architecture artifacts to aid solution architectures business processes requirements program and product design and structures and business canvas models.
Operational Model Implementations: Develop and lead the implementation of operational models including capability maps value streams business context diagrams and motivation models.
CrossFunctional Facilitation: Support the DHIEX Program by facilitating crossfunctional teams to prioritize workstreams.
Facilitate interaction with business leaders product managers and owners to discuss the risks and implications of decisions on the line of business business unit and enterprise.
Management Consultancy: Provide consultancy services to business leaders units and stakeholders supporting design thinking business modeling ecosystem modeling innovation management IT investment analysis and operating model design.
Innovative Solutions: Create innovative solutions to identified challenges propose recommendations for improvements and develop and track performance metrics and outcome measures.
Deliver tailored transformation recommendations and action plans to guide business leaders and initiative owners.
Initiative Leadership: Lead assigned initiatives from endtoend ensuring successful delivery.
Process and Procedure Development: Facilitate the development of new processes and procedures to enable transformation without compromising business and operational continuity.
Best Practices Support: Support best practices such as design thinking/usercentered design customer experience service design LEAN/LEAN Startup Agile methods customer journey mapping user research and user experience.
Additional Terms Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
Assignment Type: This position is currently listed as Hybrid. The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
Knowledge Transfer Details: The Candidate will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team using an approved format.
The Candidate must provide all related documentation as part of Knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
The candidate will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables milestones and documentation are shared.
A walkthrough of any demos development etc. will be required before end of engagement as required.
