Role: Strategic Sourcing Specialist
Location: Tallahassee FL (Onsite with Hybrid)
Duration: Long Term Contract
Position Summary:
The Strategic Sourcing Specialist will play a critical role in supporting the Florida Workforce Integrated Networking Systems Program (FL WINS). The position involves coordinating and executing the acquisition of applications software subject matter expertise and other resources required to develop a consumerfirst workforce development system. This system aims to improve Floridians access to workforce programs and services through interoperable systems and shared data.
Key Responsibilities:
- Strategic Sourcing Coordination:
- Collaborate with Commerce and Workforce Partner Agencies to identify and document sourcing needs.
- Align strategic sourcing efforts with the FL WINS Customer Portal Project to ensure compatibility.
- Serve as the primary point of contact for strategic sourcing initiatives and provide regular updates to stakeholders.
- Maintain and manage sourcing documents task orders invoices and related documentation.
- Attend and actively participate in FL WINS program meetings as directed.
- Procurement Activities:
- Collect and analyze relevant information to facilitate procurement processes.
- Procure products and services in accordance with task orders and specifications.
- Ensure competitive pricing and minimize intermediary costs.
- Validate that delivered products and services meet defined requirements.
- Documentation and Reporting:
- Submit detailed reports and status updates regarding sourcing activities.
- Provide all required subcontractor invoices and compliance evidence.
- Maintain transparency in financial and procurement activities through detailed documentation.
Qualifications:
- Education: Bachelors degree in Business Administration Supply Chain Management Information Technology or a related field.
- Experience:
- Proven experience in strategic sourcing and procurement preferably within the IT or government sector.
- Familiarity with state and federal regulations governing public sector procurements.
- Skills:
- Strong organizational and communication skills.
- Proficiency in managing procurement documentation and compliance.
- Ability to coordinate across multiagency teams and adapt to changing priorities.
- Certifications: PMP CPSM or related certifications (preferred).
Requirements:
- Ability to undergo and pass a Level 2 background screening.
- Familiarity with EVerify and compliance with Florida statutory requirements.
- Willingness to adapt and work within a dynamic multiagency program framework.
- Availability during standard business hours (8:00 AM 5:00 PM EST).
