To strengthen the Go4Zero project team we are looking for a CCS Business Lead with Lobbying Responsibilities. You would report directly to the Program Director.


Business size/scope:

GO4ZERO Carbon Capture and Storage (CCS) Project is one of the multiple subprojects under the GO4ZERO Program developed by Holcim Belgium. This initiative aims to sustain its cement operations while ultimately achieving netzero clinker and ultralow cements by the end of the decade. The project involves multiple steps: capturing CO2 emissions in the oxyfuel clinker production kiln system cryogenic liquefaction and purification onshore pipeline transportation from the Obourg site to the sea harbor exit point terminalling operations for liquefaction and sea vessel loading marine transportation and permanent offshore CO2 storage. Obourg aims to become the largest facility in Western Europe leading in cost environmental and climatic performance with 1400 kt netzero clinker and a portfolio of highly circular ultralow carbon cements with a low clinker factor. The new plant will act as a lighthouse in terms of performance and technologies for the entire industry.

The CCS Project Phase in a Nutshell:

  • Project CAPEX:>100M
  • Contracting Value:>2B
  • Team during Construction:small internal team / 200 contractors FTEs on site
  • Project Partners for Implementing Value Chain and New Kiln Technology:57
  • Main Milestones:
    • Permitting contracting and FEED till end Q1 2025
    • Construction and commissioning by end Q4 2028
    • Operations at full capacity as of January 1st 2029
  • Financially Supported by an EU Innovation Fund Grant of 230M

Main Purpose and Mission:

The main mission of the position is to manage the implementation of the CCS part of the GO4ZERO project at the Obourg plant covering all relevant aspects from steering negotiations with partners in the value chain to recovering grant payments. This includes coordinating the construction (up to commissioning) of Holcim equipment and Air Liquide assets. Additionally the role encompasses lobbying activities to support the projects strategic goals.

Key Responsibilities:

  • Project Management:
    • Manage CCS project including oxyfuel switch of clinker kiln and onsite capture with full responsibility for safety budget and project implementation time.
    • Set project plans deadlines and priorities working with GO4ZERO Program department leaders and project sponsors.
    • Complete the grant agreement from the Innovation Fund by timely completing the required project milestones and providing the European Commission with signed contracts permits documents and evidences indicated in the Grant Agreement.
    • Coordinate project management tasks of GO4ZERO CCS with partners to secure the entire carbon value chain.
    • Lead new asset implementation at the Obourg site collaborating with Air Liquide and other key contractors.
    • Define and establish Standard Operating Procedures for the new process equipment to reach operational and economical KPIs.

  • Lobbying and Stakeholder Engagement:
    • Develop and implement lobbying strategies to influence policies and regulations in favor of the CCS project.
    • Establish and maintain relationships with key governmental and nongovernmental stakeholders industry associations and policymakers.
    • Advocate for the projects benefits and secure support from local regional and international bodies.
    • Coordinate with communication officers to promote the project and its strategic importance.
    • Participate in industry consortiums and external meetings to represent Holcims interests and add value to project implementation.

Main Tasks:

  • Identify critical tasks lead times resources and skills required for project implementation.
  • Establish a clear organization to complete tasks ensuring smooth integration with existing resources and skills.
  • Actively participate in negotiations with carbon value chain partners to achieve milestones while reducing financial and operational risk.
  • Support the operational team in understanding and fulfilling contractual obligations.
  • Lead the project with accountability for budget milestone achievements and safety standards.
  • Secure effective implementation of CCS project components considering corporate management processes.
  • Regularly report to the Program Director on project development highlighting risks and proposing mitigation actions.
  • Deliver mandatory costs and implementation progress reporting for the CCS project.
  • Support GO4ZERO PMO team in preparing required documents for permits and authorizations.
  • Actively participate in internal and external meetings about CCS building relationships with local and global decarbonization partners.

Profile Requirements:

  • Higher technical education in engineering (mechanical or electrical).
  • Experience in managing large multimillion equipment and industrial projects.
  • Strong focus on timeliness and costs demonstrated by achievements in complex contractual frameworks.
  • Managerial and analytical skills business maturity and entrepreneurship.
  • Effective leadership with the ability to motivate and engage employees.
  • Experience in negotiating commercial contracts with longterm engagements.
  • Ability to create and maintain good relationships with suppliers/subcontractors.
  • Knowledge of corporate company mechanisms and principles.
  • Ability to read P&ID diagrams/process datasheets/equipment specifications/gas industry standards.
  • Knowledge of targeted equipment and technologies in chemical energy refining and cement sectors.
  • Ideally knowledge of European funding project implementation principles.
  • Fluent in English (B2/C1 recommended). Knowledge of French is appreciated.
  • Proven experience in lobbying or government relations is a strong plus.
