Roles and responsibilities
- Lead and coordinate all the activities necessary to purchase goods and/or services/subcontracts carried out by buyers
- Issue purchase orders/subcontracts within the assignment power of attorney, if any, or coordinate the process and related workflow up to the Purchase Order signature by the deputed person
- Report to the Procurement function about the activities of the assigned team of buyers

Sourcing & Supplier Management:
- Proven experience in strategic sourcing and managing key suppliers across various categories (e.g., raw materials, equipment, services).
- Ability to negotiate contracts and build strong, mutually beneficial relationships with suppliers.
- Experience with supplier performance management, including establishing KPIs and conducting performance reviews.

Procurement Strategy Development:
- Ability to develop and execute comprehensive procurement strategies to meet the organization’s needs while optimizing costs.
- Knowledge of market trends and ability to anticipate industry shifts and their potential impact on procurement.

Cost Management and Budgeting:
- Strong skills in cost analysis, identifying cost-saving opportunities, and ensuring procurement activities remain within budget.
- Ability to develop cost-effective strategies while ensuring quality, delivery timelines, and compliance with regulations.

Contract Management:
- Experience with contract negotiation, drafting, and administration. Ensure all contracts comply with internal policies and legal requirements.
- Ability to mitigate risks through the development of contract clauses that protect the company’s interests.

Inventory & Supply Chain Optimization:
- Familiarity with inventory management and demand forecasting to optimize procurement cycles.
- Proficiency in implementing just-in-time (JIT) or lean inventory management techniques to minimize stock-outs and reduce excess inventory.
Job Tasks:
- Assign purchasing request to a specified buyer to start up the procurement process
- Define/approve the bidder list taking into account project and operating requirements, market knowledge and other possible internal needs
- App rove the Request for Quotations prepared by buyers
- Check and/or approve the commercial/economic tabulation to compare different proposals prepared by buyers
- Supervise the commercial/economic negotiation
- Check and/or approve the purchase order/subcontract prepared by buyers
- Support and coordinate the buyers in performing day by day activities
- Promote the market knowledge/scouting
- Take care about buyers training and professional knowledge
- Ensure confidentiality obligation about technical/commercial/economical info received through the vendor proposals and about any info related to the tenders managed
- Manage claims and transactions
- Check the technical documentation received with the Purchase Requisition and Technical evaluation
- Support the Buyer during feedback activities
Desired candidate profile
- Industry Experience: Experience in industries such as manufacturing, construction, oil and gas, pharmaceuticals, or technology is preferred. This will depend on the specific needs of the organization.
- Experience working with large-scale procurement projects (e.g., capital equipment procurement, large-scale materials sourcing).
Soft Skills:
- Negotiation Skills: Excellent negotiation skills to secure the best deals and build long-term relationships with suppliers.
- Problem-Solving & Decision-Making: Strong analytical and decision-making capabilities to handle procurement challenges, unforeseen delays, or price fluctuations.
- Communication Skills: Excellent verbal and written communication skills to effectively convey procurement strategies, contract terms, and deliverables to internal and external stakeholders.
- Adaptability and Agility: Ability to quickly respond to changes in market conditions, project timelines, and evolving business needs.
Desired Certifications & Training:
- CIPS (Chartered Institute of Procurement & Supply) certifications such as MCIPS (Member of CIPS) or FCIPS (Fellow of CIPS).
- ISM CPSM (Certified Professional in Supply Management) or CPSD (Certified Professional in Supplier Diversity).
- Project Management Certifications (e.g., PMP) to understand how procurement fits into larger project timelines and requirements.
- Six Sigma or Lean Certification to improve procurement processes and enhance supply chain efficiency.
