General Description of Role and Responsibilities:
- Supervises the activities of assigned personnel in the Safety Unit.
- Performs supervisory functions and exercises financial authority at the level established by management for the position.
- Conducts regular safety inspection in the Client owned and leased properties to ascertain the prepared news of firefighting and emergency system installed in respective properties.
- Initiates and ensures proper implementation of approved safety policies procedures and standards; review them continuously for improvement of operations with regard to safety in the light of changing requirements; and disseminates to all concerned personnel in the Division to guide them in the preparation and implementation of safety programs. Issues instructions for correct safety operations.
- Interprets safety aspects of service contracts applied to contractors.
- Ensures compliance with contractual obligations and operation of sound safety procedures standards and practices. Includes reviewing Engineers evaluations of contractors performance on safety aspects and producing overall rating assessments and following up with contractors management on areas of concern also provides technical input in recommendation on related issues.
- Proposes or reviews departmental Engineers proposals regarding safety services and enhancement and finalizes recommendations. Includes obtaining management approvals finalizing safety specifications and chairing committees in the development of implementation procedures.
- Determines and makes appropriate decisions in consultation/coordination with Engineers to modify/alter systems to avoid total failure of same such as air conditioning electrical power fire alarm and water supply systems etc.
- Ensures thorough review and analysis that of safety aspect when preparing feasibility reports and cost estimates for undertaking additions/ alterations in the office/residential buildings. Endorses safety aspects and ensures that the contracted works for such additions/alterations are carried out as per the Clients policy. Includes periodically advising management on the safety condition of all buildings due for renewal (leased and owned).
- Prepares annual safety equipment and apparatus requirements as part of the safety budget. Reviews annual maintenance budget in coordination with Engineers and exercises control over all safety works covered in the approved budgets. Ensures stock items and nonstock items are available at all times.
- Ensures all safety and fire systems in the Client owned and leased buildings/villas conform to standards prepares snag lists and ensures that defects are removed from the property. Includes issuing clearance certificates on system/apparatus.
- Ensures proper documentation and storage of all technical details pertaining to new buildings and of buildings which have been renovated i.e. data on fire pumps Fire Alarm Systems etc.
- Directs and oversees the provision of the professional safety function to projects and schemes of various sizes within the General Services Division to other Divisions/Directorates as required and to external consultants.
- Conducts meetings with consultants and suppliers to evaluate predesign information/data on safety.
- Provides safety management function to projects of various sizes within the General Services Division ensuring liaison with and the provision of such service/function to Projects Directorate and Supply Division.
- Plans emergency evacuation for the Client premises follows up on the implementation of the evacuation plan and arranges fire drills.
- Ensures preparation of monthly activity safety reports. Includes highlighting activities/areas for improvement and making recommendations to management regarding overall performance.
- Performs other similar or related duties as assigned such as providing safety advice to Engineers regarding changes in layouts as/when requested by various Directorates; ensuring the maintenance and updating of all files and records; etc.
- Provides inhoarse basic firefighting training to security staff and fire marshals.
- Informs themselves of the relevant Quality Environmental Safety and Occupational Health Policies Manuals and Procedures in place within Hill International and ensures continued compliance with these requirements while employed by Hill.
- Perform other duties as assigned by the line manager/supervisor.
Qualifications Experience Knowledge and Skills:
- Bachelors Degree Qualified
- Professional Qualification in HSE Field or Valid safety training certificates indicating courses attended and subject matter.
- Ideally NEBOSH qualified
- Fire and First Aid certified.
- Ability to deliver basic training and write basic reports.
- Understanding of industry technical HSE processes.
- Familiarity with applicable national/international standards and legal requirements.
