Job Description:
Parsons is looking for an amazingly talented Principal Cost Engineer to join our team! In this role you will be r esponsible for Construction wide cost control cost estimation forecasting input for projects budget plans work control (work authorization and work release) and review of contractors invoices. The Senior Cost Engineer provides a major role in enforcing contractual responsibilities of the RC Contractors cost performance. Within the framework of the assigned project area he estimates monitors and advises the RC contractor on cost change order and invoice matters collecting evaluating forecasting and estimating cost/ invoice data as requested by management.
What Youll Be Doing:
- Develops systems which provide construction department/SRCMs & SRCEs with needed commercial analysis budget allocation on various levels cost estimation and invoice control information for the construction projects.
- Responsible for directing the development evaluation and consolidation of all cost engineering reports and cost control methods.
- Responsible for Construction Department operations of the work control system (work authorization and work releases) including procedural development and contact with higher management and client.
- Directs contractor through the pre & postaward conference and subsequent meetings on establishing a contract breakdown for progress monitoring cash flow preparation work estimate preparation documentation requirements and other financial related matters.
- Oversees the labor distribution for contractors. In conjunction with the wider construction department establishes and negotiates new cost codes and tracks specific charges as required.
- Prepares commitment and expenditure fiscal requirements forecast which eventually become the annual budget. Performs variance analyses offering explanations for deviation from planned levels of commitments and expenditures.
- Provides technical advice/reports on cost related or work control matters to management provides historical manpower and Annual Implementation Plan (AIP) information on the projects since inception.
- Reviews and validates contractors work estimates change order requests and invoices for accuracy consistency and continuity of cost data. Participates in field surveys of completed work to verify contractor claimed quantities on work estimates.
- Established and maintains cost control tracking on unit price contracts monitoring latest estimateto complete quantities vs. contract quantities and alerting management of any potential overruns well before they occur.
- Assists the Senior Resident Construction Manager in identifying preparing and documenting change orders which affect cost. Closely coordinates with the Contractors Estimator on those estimates requiring his expertise.
- Responsible for establishing the CVFC (Contracts Value Forecast at Completion by assigning trends to all forecast changes affecting cost scope or schedule.
- Responsible to alert management to any potential Royal Commission financial exposure relating to a particular contract be it due to contractors financial instability claims overbilling or failing to follow contractual requirements and assists in the preparation and presentation of such events to higher management.
- Responsible for updating relevant CSRs (Contract Status Reports) on all active contracts in the Program
- Progress Report by indicating contract values forecast values scheduled and actual expenditures and percentage progress billed.
- Responsible for updating forecast values of active contracts in the cost reimbursable/unit price contract report by incorporating potential modifications and updating actual expenditures.
What Required Skills Youll Bring:
- Bachelor Degree in Engineering Construction Quantity Surveying Project Management Finance Business Administration or any other related field.
- Minimum 10 years of postgraduate experience in project cost estimation with at least 4 years of directly related senior cost engineering experience.
- A membership of professional association such as Association of American Cost Engineers (AACE) is desirable.
- Possesses advanced Arabic and English language skills including strong oral and written communication abilities in both.
- Must have or be able to obtain Saudi Drivers License.
What Desired Skills Youll Bring:
- Contractually and commercially aware familiar with proposals construction engineering and consultative projects
- Knowledge of Quality Assurance Certificates and systems (ISO).
- Experience in dealing with contractors/vendors/subcontractors and flexible when working to tight deadlines.
- Relevant computer proficiency experience in using Microsoft Package and other relevant software (Primavera or MS Project). Time management communication and interpersonal skills.
