Scope Of Work:
Provides senior guidance and expertise related to Enterprise Geographic Information Systems required by the Commission including but not limited to information technology utility services engineering and construction public safety production communications and environment. Requires expertise in the formulation of specifications and in the execution of technical initiatives in vertical areas. Defines requirements performs analyses and develops plans and requirements for systems. Acts as technical project lead and advisor for major GIS initiatives.
The candidate will provide technical support for the Commission wide IT GIS environment. WSSC has a robust GIS program with over 15 applications and hundreds of daily users. used to support planning and daily operations across multiple departments. Advanced knowledge of GIS technologies and best practices is needed to ensure support of 24/7 operations. The candidate will provide expert leadership to the program. Coordinates and manages the preparation of analysis evaluations and recommendations for proper implementation of GIS systems.
Duties / Responsibilities
1. Support implementation and maintenance of the ESRI GIS environment.
2. Collaborate with key stakeholders to elicit requirements and processes.
3. Design software solutions that adhere to programming best practices.
4. Develop customized database programs to enhance COTS products.
5. Create and maintain integrations to external applications.
6. Perform unit testing to validate solutions; assist with user acceptance testing.
7. Follow change management procedures to migrate new solutions to Production.
8. Provide production support by troubleshooting and resolving identified issues.
9. Follow service level agreement (SLA) metrics when resolving production issues. 10. Collaborate with IT team to deliver secure solutions on schedule and on budget.
11. Mitigate security vulnerabilities by working with IT Security and COTS vendor.
12. Work with COTS vendor to support maintain and upgrade applications.
13. Configure maintenance objects and business objects in Oracle WAM.
Preferred Experience/Qualification/Knowledge Skills
a. Education: Bachelors Degree from an accredited college or university in the specific discipline required by the Commission. A Masters Degree or Ph.D. Degree is preferred.
b. General Experience: At least twelve (12) years of direct industry experience in the functional areas related to the subject matter specialty of GIS in the discipline in a variety of organizational settings.
c. Specialized Experience At least eight (8) years in a senior role with technical experience in the ITGIS field directly related to the required area of expertise. d. Skillset ESRI suite of tools and services Javascript SQL Oracle or SQL databases SharePoint ServiceNow MS Office products (Word Excel).
