Job Description

Job Title: IT Functional Expert Consultant
Location: Washington DC (Hybrid)

We are currently seeking candidates who meet the following qualifications

Key Responsibilities:

1. Data Warehouse Development and Implementation

  • Gather user requirements for the Case Statistics Data Warehouse and other required data warehouses.
  • Design and implement schema structures ETL processes staging areas data marts fact tables and dashboards.
  • Finalize and maintain the Case Statistics Data Warehouse and construct additional data warehouses as required.
  • Provide comprehensive documentation for all data warehouse components.

2. COTS/Government Software Implementation

  • Research and recommend COTS or governmentprovided software solutions to replace agency legacy systems.
  • Provide technical support for data mapping migration planning and cutover plans.
  • Support User Acceptance Testing (UAT) and ensure that critical legacy features are incorporated into new systems.
  • Develop and implement necessary system interfaces and document system migration steps.

3. Development and Modification of MultiAgency Interfaces

  • Provide support in the development of interfaces with external criminal justice agencies such as the Criminal Justice Coordinating Council (CJCC) Metropolitan Police Department (MPD) and others.
  • Transition agency interfaces from Oracle to SQL Server and SOAP web services to REST APIs.
  • Provide testing implementation and postimplementation support for multiagency interfaces.

4. Web Development for Application User Interfaces

  • Analyze user requirements for existing or new applications and design user interfaces using modern web technologies.
  • Develop forms reports and processes in a MS SQL Server environment.
  • Conduct unit and system integration testing ensure smooth migration of data and provide postimplementation support.

5. Maintenance of Existing USAODC Applications and Processes

  • Develop and document modifications for existing agency applications including Oracle Forms MS Access and other systems.
  • Support application security improvements rolebased access controls and scripting solutions for MS Office 365.
  • Provide user support and address adhoc system requests.

Technical Expertise Required:

Systems Development Methodology

  • Strong skills in data modeling process modeling and requirements analysis.
  • Ability to provide enduser training and create user/system manuals.
  • Experience in project planning and documentation.

Web Technologies

  • Proficiency in XML JSON SOAP REST APIs HTML5 CSS Ajax and Internet Authentication Service (IAS) for Windows Server.
  • Development experience in C# .NET and Java.

Databases Operating Systems and Application Servers

  • Expertise with MS SQL Server PostgreSQL Oracle Linux and Windows environments.
  • Experience with Apache and Apache Tomcat.

Development Tools APIs and Scripting

  • Skills in C# VB Script Java PL/SQL and development tools like ERWin TOAD and SQL Server Integration Services.
  • Experience with interactive dashboards using Tableau and Power BI.
  • Familiarity with the Oracle 12c Developer Tool Suite and MS Access.

Supervisory Responsibilities:

  • Strong leadership skills to manage a technical team guide system development activities and respond to evolving priorities from partner agencies.

Education and Experience Requirements:

  • Bachelors degree in Computer Science Engineering or a related field.
  • Minimum of 5 years of handson technical experience in systems similar to those used by agency.
  • 3 years of experience in relevant government IT environments or litigation support.
  • Supervisory experience is highly preferred.
  • Ability to translate attorneys needs into system solutions and manage project timelines and deliverables.

Additional Qualifications:

  • Excellent oral and written communication skills.
  • Experience in a litigation support environment is highly advantageous.
  • Familiarity with agency IT environments and working within a government IT infrastructure.
  • Ability to manage multiple projects and collaborate with external criminal justice agencies.

Security Clearance Requirements:

  • must pass a Tier 4 High Risk Public Trust (SSBI) background investigation including a 10year review of credit law enforcement and employment history among other areas.
