Job Description

** No Third Party Options. Must have an Active Secret Clearance. **

This position requires residence in the United States. Military/Government employees stationed in the Philippines may also apply. Quarterly travel to the Philippines is required. The position is anticipated to require 30 hrs/month on off months ramping up to 100 hrs/month when required to be onsite.

Project Background:

The Institute for Security Governance (ISG) is collaborating with the Philippines to enhance their military's cyber institutional capacity. This project supports the development of a robust cybersecurity capability within the Philippines Department of National Defense (DND) and Armed Forces of the Philippines (AFP) with a focus on four key lines of effort (LOE):

  • Cyber Strategy Policy and Governance
  • Cyber Enterprise Operations Integration
  • Force Structure Design
  • Cyber Workforce Development
  • Cyber Interministry Coordination Roles and Responsibilities

The Force Structure Design SME will focus on translating cyber missions into manpower requirements and assist in designing the AFP Cyber Command’s structure.

Key Responsibilities:

  • Lead the development and design of the AFP Cyber Command’s force structure.
  • Translate cyber missions and roles into specific manpower requirements.
  • Articulate and cost force structure options including size skill sets rank structure and service distribution for the cyber workforce.
  • Collaborate with stakeholders to define Initial Operating Capability (IOC) and Full Operating Capability (FOC) for the Cyber workforce.
  • Provide assessments on recruitment development retention and career progression for the cyber defense workforce.
  • Align force structure and organizational design with strategic objectives.
  • Develop governance frameworks for cyber policy development and oversee implementation.
  • Serve as a key point of contact between ISG JUSMAG USINDOPACOM and other U.S. cybersecurity stakeholders.

Required Qualifications:

  • Proven experience in cybersecurity operations and workforce development within a military or government setting.
  • Experience in force planning force structure development and capabilitybased planning for manpower requirements.
  • Strong understanding of military personnel systems and human resource lifecycle systems particularly related to cyber defense.
  • Ability to assess and design recruitment retention and career progression systems for cyber professionals.
  • Expertise in organizational design specifically in defining and costing force structure options.
  • Strong communication skills and the ability to collaborate with diverse international and military stakeholders.

Preferred Qualifications:

  • Familiarity with Philippine military or cybersecurity environments is highly advantageous.
  • Experience in international cybersecurity policy and governance development.
  • Prior work with U.S. defense or government cybersecurity institutions.
