POSITION: SENIOR PLANNER/GIS ANALYST
This is a highly technical position requiring expertise in the area of geographical information systems.
The position is responsible for assisting the Growth Management department in maintaining the respective GIS data by developing applications to maintain query and report on the data.
Work involves manipulating geographical information and system data using a personal computer and related equipment for processing geographical and socioeconomic data.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develops procedures for departmental personnel to collect data.
- Develops custom GIS/asset management applications as needed by staff. This will include integrating various data sources.
- Responsible for developing and implementing training of office personnel in the use of GIS. Perform quality assurance on work products. Develop workflows to automate recordkeeping processes.
- Oversee the design implementation and quality assurance of GIS/asset management database data collection including changes in the system templates.
- Communicates clearly and politely with customers other city departments and external governing bodies such as Marion County.
- Responsible for the design and development of project maps and databases as needed.
- Implements design templates for planning maps for use in public dissemination to ensure consistent look and feel for our constituents.
- Provides materials for presentation to Boards Commissions and City Council on rezoning requests annexations and development of regional impact reports shopping centers PUDs and subdivisions.
- Works with staff and consultants in the drafting and implementation of the Comprehensive Plan and Ocala Vision Plan.
- Assists in the development of urban design policy ordinances and written and illustrated urban design guidelines for designated projects areas or districts within the City.
- Reviews and updates the geographic information system using Topologically Integrated Geographic Encoding and Reference (TIGER) files and databases provided by the Census Bureau and provide a digital update of local information to the Census Bureau.
- Responsible for the integration of US Census data for use by the city and for the citys redistricting process.
- Participates in local user groups to stay abreast of changing technology/tools etc.
- Works with the GIS Coordinator in obtaining authoritative data for use in our organization identifying obsolete data and retiring it.
- Actively seeks out ways to automate processes.
- Designs maps and apps in the Citys ArcGIS Online environment and responsibly shares them to the personnel that need the access adhering to confidentiality requirements.
- Supports personnel in assigned departments in their use of desktop software and ArcGIS Online.
- Works with support (internal and external) to troubleshoot and resolve issues in a timely manner.
- Assists assigned departments with integrations of GIS and Asset Management software.
- Prepares analysis maps and necessary resources to assist Fire Services in determining gaps and overlaps in service with relation to call load.

EDUCATION EXPERIENCE LICENSES and CERTIFICATIONS
- Graduation from an accredited 4year college with major coursework in geography cartography geographic information systems computer science or a related field.
- Must have a minimum of 4 (4) years of practical experience with GIS software.
- A valid Florida Operator Drivers License with an acceptable driving record is required for travel.
- Experience with word processing spreadsheet programming database development and maintenance and Esris ArcGIS Desktop ArcGIS Pro and ArcGIS Online.
- Knowledge of Windows workstation and server CAD (computeraided design) AutoCAD and SQL is desirable.
- GIS Certification preferred.
