Job Description

Roles and responsibilities

We are looking for an experienced HSE Manager with 15+ years of experience in managing Health, Safety, and Environmental (HSE) functions within EPC (Engineering, Procurement, and Construction) projects. The ideal candidate will have in-depth knowledge of Saudi Aramco and ADNOC HSE requirements, with proven experience in leading HSE teams on Saudi Aramco and ADNOC projects.

The HSE Manager will be responsible for ensuring compliance with all health, safety, and environmental regulations, developing and implementing HSE policies, and driving continuous improvement in HSE performance across all project sites. This role is critical in safeguarding the health and safety of all personnel and ensuring that the project meets international HSE standards.

Key Responsibilities:

  • Ensure full compliance with HSE regulations and requirements of Saudi Aramco, ADNOC, and relevant industry standards.
  • Develop, implement, and continuously improve HSE management systems, policies, and procedures tailored to the project and company needs.
  • Conduct risk assessments and hazard identification across project sites, ensuring adequate controls are in place to mitigate potential risks.
  • Develop and implement HSE training programs for employees, contractors, and stakeholders, ensuring a high level of awareness and compliance.
  • Lead investigations of HSE incidents, near-misses, and accidents; prepare detailed reports and recommend corrective actions to prevent recurrence.
  • Conduct regular HSE audits and inspections at project sites to ensure compliance with regulatory requirements and internal policies.
  • Oversee the development and testing of emergency response plans, ensuring that all project sites are prepared to handle emergencies effectively.
  • Work closely with project managers, engineers, and other departments to integrate HSE requirements into project planning and execution.
  • Track and analyze HSE performance metrics, reporting findings to senior management and making recommendations for improvement.
  • Ensure that all contractors and subcontractors adhere to project-specific HSE requirements, including those set by Saudi Aramco and ADNOC.
  • Act as the key point of contact for HSE matters with regulatory authorities and clients (Saudi Aramco, ADNOC), ensuring all necessary approvals and permits are obtained.

Desired candidate profile

Requirements:

  • Bachelor’s Degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • 15+ years of experience in HSE management, with significant exposure to EPC projects.
  • Extensive experience working on Saudi Aramco and ADNOC projects, with a thorough understanding of their HSE requirements and standards.
  • Certification in HSE (e.g., NEBOSH, OSHA, or equivalent) is required.
  • ISO 45001 or 14001 Lead Auditor certification is preferred.
  • Proven track record of successfully managing HSE functions for large-scale EPC projects in the oil and gas industry.
  • Extensive hands-on experience with Saudi Aramco and ADNOC projects, including working knowledge of their specific HSE requirements and regulatory expectations.
  • A history of managing complex project sites with multiple stakeholders, contractors, and subcontractors.
  • Experience in leading HSE audits, inspections, and risk assessments to ensure compliance with local and international regulations.

Technical Skills:

  • Expertise in developing and managing comprehensive HSE management systems tailored to EPC projects.
  • Proficiency in conducting risk assessments, implementing hazard controls, and ensuring safe work practices.
  • Skilled in investigating incidents, root cause analysis, and implementing corrective actions.
  • In-depth knowledge of Saudi Aramco and ADNOC HSE standards, as well as international safety and environmental regulations.
  • Experience in developing and managing emergency response plans, including drills and on-site preparedness.
  • Strong experience conducting internal and external HSE audits, ensuring full regulatory compliance.
