Job Description

Roles and responsibilities

The selected candidate will oversee the comprehensive management of project planning, contracts, finance, cost control, and auditing processes. This includes auditing contractors and subcontractors, document control, and administrative functions. The individual must demonstrate a proven ability to initiate effective project controls in a multi-project environment, ensuring project timelines, costs, and quality are efficiently managed.

Key Responsibilities

  • Project Planning & Controls:
    • Establish and maintain project planning, contracts management, financial oversight, cost control, and auditing processes for multiple projects.
    • Ensure proper document control and administrative management for all project activities.
  • Project Management & Coordination:
    • Lead and manage all aspects of project supervision and support services, including budget formulation, cost control, and quality assurance.
    • Manage engineering, procurement, and construction contractors appointed by the client, ensuring efficient coordination and supervision.
    • Oversee environmental and remediation projects, including technical specification development, project planning, strategy creation, and implementation. This also involves preparing and delivering presentations as required by the client.
  • Engineering & Procurement Oversight:
    • Direct and coordinate multidiscipline engineering activities, ensuring safe, efficient, and timely execution of projects such as FEED studies, ITB preparation, and LSTK tender package preparation.
    • Act as the primary technical interface with the client to ensure their expectations are fully met and aligned with regulatory and code requirements.
  • Health, Safety & Environment (HSE):
    • Maintain a strong HSE focus within the team, ensuring that Occupational Health, Safety, and Environmental (OHSE) requirements are integrated into the design and procurement processes.
  • Client Relationships:
    • Build and maintain strong client relationships, proactively resolving any performance, scope, or schedule issues.
    • Ensure clear communication of client requirements and expectations throughout the project lifecycle.

Desired candidate profile

Qualifications

  • Education:
    • Bachelor’s Degree in Engineering is mandatory.
  • Experience:
    • A minimum of 15 years of post-graduation experience, including at least 10 years in the oil & gas, refinery, or petrochemical industries, with exposure to heavy oil projects.
    • At least 5 years of experience in a Project Control Manager or Contracts Manager role, with a proven track record in managing multiple projects, particularly in Design & Engineering and Construction within the oil and gas sector.
    • Experience in managing environmental projects and developing strategies for soil remediation, including contracting and contractor management.
    • Risk & Design Management:
      • Monitor the closure of identified risks and opportunities. Set clear objectives for the design team to meet productivity and budget targets, ensuring compliance with regulations and codes.
      • Manage inter-discipline interfaces effectively to ensure seamless coordination.
    • Procurement/Subcontract Management:
      • Oversee the procurement process to ensure goods meet specifications, are delivered on time, and remain within budget.
