Position Overview:
Under the general guidance of the Municipal Engineer the Manager of Development Engineering will lead the Development Engineering portfolio. This includes the work of and directing the review of plans for subdivisions and other developments for engineering plans standards and requirements. The incumbent will manage and lead staff in thereview of plans for subdivisions and other developments for engineering plans. The incumbent provides policy advice to the leadership team and Council on related issues. Performance is evaluated by the Municipal Engineer in terms of effective departmental management attainment of objectives and standard of professional conduct.
KEY RESPONSIBILITIES
- Plans and manages the Development Engineering Section activities including authority for training performance assessment discipline and maintenance of safe work practices.
- Prepares and maintains detailed operating and capital needs and budgets for and related to development engineering.
- Develops recommends and implements policies and procedures for Development Engineering. Through the Municipal Engineer makes recommendations for improvements in the Municipality s standards bylaws policies and procedures.
- Establishes and maintains effective communication and coordination with other departments in the Municipality. Maintains effective customer service and communication with the public and outside agencies.
- Reviews and directs the reviews by staff of plans and designs submitted with applications for subdivisions rezoning development permits and building permits to ensure compliance with Municipal servicing plans standards and specifications. Determines adequacy of services and suitability of proposals within existing zoning regulations.
- Ensures that all legal and other provisions are in place prior to issuance of development permits.
- Responds to inquiries and complaints from the public during or following development. Provides information to developers and planners regarding apparent suitability of properties for redevelopment under present zoning.
- Overseas inspection work completed by developers to ensure that approved designs and standards have been followed. Ensures that temporary roads are removed; in conjunction with the Operations department accepts municipal services which have been constructed by developers
- Decision making and interpretation on related legislation policies guidelines and procedures with respect work carried out by the division;
- Participates in complex negotiations and problem solving and in the provision of information and advice with industry business owners property owners and other parties ;
- Ensure conformance of development application proposals are reviewed with applicable codes and bylaws and required inspections are completed.
- Provides policy advice to the Municipal Engineer leadership team and Council.
- Communicates directly with Council both orally and through reports on related development issues including legislation policy and guidelines; attends Council and Committee meetings as required.
- Plans and coordinates the Departments annual work program and budget and assists in the development of long term corporate plans.
- Recruits key employees to the department; represents the City in the processing of employee grievances and/or submits confidential reports in connection with grievances; he/she may be required to give evidence on behalf of the City at formal hearings and before arbitration boards.
- Participates in various task forces committees and corporate programs as required.

Requirements
EDUCATION AND EXPERIENCE
Completion of a University degree in Civil or Structural Engineering plus a minimum of five years of municipal related engineering experience at a supervisory level or higher in the field of transportation/traffic operations and design with strong knowledge of municipal development of transportation facilities.
KNOWLEDGE SKILLS AND ABILITIES
- Thorough knowledge of building codes and applicable bylaws. Expertise in modern building materials and building trade practices as well as local soil and climatic conditions and their effect upon various types of construction.
- Thorough knowledge of the Local Government Act and the Community Charter.
- Thorough knowledge of municipal administration and procedures.
- Good knowledge of the principles and practices of building design and construction including a working knowledge of electrical plumbing and heating installations.
- Ability to establish and maintain effective working relationships and to deal tactfully efficiently and effectively with owners contractors Municipal Government Court Business and other officials and the general public.
- Ability to draft bylaws contracts and produce concise and complex analysis and reports. Ability to interpret technical reports and to provide advice and guidance on a variety of regulatory legislative and administrative matters.
- Ability to ensure compliance with legislation policies and guidelines objectively with firmness tact and discretion.
- Ability to provide leadership in order to motivate and inspire staff.
- Strong time management and cost containment skills in directing daytoday operations and managing projects.
- Ability to recognize evaluate make recommendations and assign resources.
- Considerable knowledge of the fundamentals involved in the preparation of business plans.
- Strong interpersonal and communications skills demonstrated through the ability to facilitate mediate network research analyze and resolve issues.
- Ability to plan assign supervise evaluate work of team members including the ability to motivate and enable the career development of team members; to set work measurement and productivity standards and to evaluate employee performance.
- Ability to establish and maintain effective working relationships with internal and external contacts and to represent the department as required.
- Strong customer service skills and excellent communication skills both oral and written which includes preparation of research and statistical reports.
- Ability to speak effectively to groups and associations and meet and deal effectively with a variety of internal and external groups associations officials and representatives.
