Job Description
Responsibilities:
- Perform system analysis design testing and implementation of applications and ensure they comply with strategy and standards.
- Provide systems analysis and design expertise in the development and maintenance of the Ministry application systems
- Analyze user requirementsgeneration of prototypes for user consultation and the design testing
- documentation implementation and maintenance of applications
- coordinate analysesdevelops and implements solutions for complex problems
- consult with clients on the changes/modifications recommend and develop training plans and monitor operational performance
- plan application development activities provide direction guidance and technical support to programming staff and train junior team members
Requirements
General Skills:
Technical Knowledge and Expertise
You have:
- advanced technical knowledge of large hardware and software operations and utilities productivity tools client server architecture minicomputer PC technologies online processing systems webbased technologies Commercial offtheshelf (COTS) and database management systems
- knowledge of rulesbased engines based in COTS applications like C ram
- knowledge of front endwebbased technologies and datamining/reportingbased COTS tools encompassing feasibility studies requirements definition analysis prototyping system design implementation testing and maintenance
- knowledge of design methodologies in Internetbased and/or distributed environments
- knowledge of Systems Development Life Cycle Methodologies familiarity with ITIL Processes for
- Change/Release Management use of object oriented and/or 3GL development tools
- relational and hierarchical data base technologies use of information retrieval packages using SQL and other query languages one or more telecommunications protocols
- knowledge of emerging IT trends and technologies
Analytical and ProblemSolving Skills
- you can gather information on client problems services and business goals/objectives
- you can evaluate requirements and review options for solution assess cost/benefit of options
- evaluate alternative conceptual systems designs and potential impact of proposed system changes on existing service delivery
- you can recommend approaches and discuss with client
Organizational and Project Management Skills
- you can plan develop manage control projects and resolve complex technical design problems
- you have knowledge of project management and indepth knowledge of task estimation scheduling and control
Communication and Interpersonal Skills
- you can gather informationclarify needs and desired system changes explain system development
- recommendations explain and provide instruction on new/modified systems and technology
- you can prepare business cases systems documentation user manuals and guidelines
- you can clarify and discuss systems development options with clients
