Job Title: Technical Writer (Due 920 at 9am ET)
Location: Tallahassee Florida (100% Onsite)
Duration: 1 yr plus extension
Rate: W2 CHP
Start Date: October 2024
General Experience Expectations:
Typically has three (3) years of business or technical writing experience and working knowledge of multiple software and graphic packages.
Scope of Work:
The Documentation Specialist will serve as the principal line of communication for the project team. The duties and responsibilities of this position are as follows:
Responsible for the creation and maintenance of IT documentation;
Translate technical or complicated information into clear concise documents for various audiences;
Work with the Development Quality Assurance and Technical Support teams to produce technical publications including instructional materials technical manuals and product documentation for use by both IT and the business community;
Review critique and edit documentation including design documents programmer notes and system overviews;
Interview subject matter experts and technical staff to collect information prepare written text and coordinate layout and material organization;
Research information such as drawings design reports equipment and test specifications to fill any gaps;
Lead or assist in business requirement gathering sessions Joint Application Development (JAD);
Work closely with customers stakeholders and IT software developers to document business requirements;
Develop AsIs ToBe and other required business analysis documentation;
Develop and lead the implementation of business process improvement recommendations;
Maintain all project artifacts in accordance with Program Management Office (PMO) standards and other documentation as needed to ensure compliance with Chapter 60GG1 Florida Administrative Code (F.A.C.);
Responsible for the maintenance of the internal documentation library providing or coordinating special documentation services and the oversight of special projects;
Serve as a liaison with users;
Follow a standard set of practices that ensure the integrity and quality of project artifacts;
Manage expectations of diverse stakeholders and provide regular briefings to executives;
Work independently as part of a larger crossfunctional team; and
Help with project coordination support and documentation.
NOTE: This position is designated as essential staff and is expected to report for duty when instructed to do so in times of emergency or potential emergency as required by Section 33208.002(4) F.A.C.
Required Qualifications:
A bachelors or masters degree from an accredited college or university in Computer Science Information Systems Technical Writing Business Administration or other related field or three (3) years of equivalent work experience is required. Relevant experience may be substituted for education on a yearforyear basis when applicable.
The Department requires the following experience skills and/or knowledge for this position:
Three (3) or more years of business or technical writing experience and a working knowledge of multiple software and graphics packages;
Certification in Business Analysis from a recognized professional body such as the International Institute of Business Analysis (IIBA) or the Project Management Institute (PMI);
Five (5) or more years of experience working as an IT Business Analyst using both Agile and Waterfall methodologies;
Demonstrated experience with business and technical requirements analysis business process modeling or mapping and methodology development;
Ability to document user stories and write business IT system requirements;
Experience coordinating business users technical staff and architects to analyze and define future operation needs based on use case and analysis of alternatives;
Indepth knowledge of business process design and reengineering;
Ability to coordinate project teams and effectively meet overall objectives;
Experience communicating and working within crossdepartmental teams demonstrating strong collaborative skills;
Excellent computer skills including Microsoft Word Visio PowerPoint and Excel;
Experience preparing status reports and providing management briefings;
Ability to provide excellent leadership and negotiation skills;
Strong organizational project management writing and editing skills; and
Experience with meeting facilitation and documentation.
NOTE: In addition to the above list the selected Candidate must successfully complete a Level II Background Check.
Preferred Qualifications:
Proficiency in business intelligence tools (e.g. Power BI Tableau) data analysis software (e.g. Structured Query Language Python R Statistical Analysis System) project management software (e.g. MS Projects JIRA Software Trello) and databases and Enterprise Resource Planning (ERP) systems;
Certifications such as the Certified Business Analysis Professional (CBAP) or the PMI Professional in Business Analysis (PMIPBA);
Familiarity with software development lifecycle (SDLC) methodologies such as Agile Scrum or Waterfall;
Experience working on state or federal government projects;
Experience working with technical programming teams;
Ability to demonstrate a takecharge cando attitude with the initiative to solve complex problems;
Strong communication skills to effectively communicate with diverse stakeholders;
Knowledge of IT standards and security in a criminal justice environment;
Positive team player with a highenergy level and diligent work ethic; and
Ability to meet or exceed deadlines thrive in a fastpaced environment and organize and prioritize activities.
