Scope:
Project Overview
The Technology and Innovation organization requires Information Technology (IT) professional resource to provide Senior Project Management services for the project delivery of the Technology and Innovation IMT ministry projects to Modernize & Enhancements of GoA Service Delivery within ministry of Technology and Innovation.
Reserve Alberta Parks (RAP) Replacement:
Alberta Parks offers a wide range of outdoor recreational experiences to the public through its network of parks and protected areas. Transactions on RAP have skyrocketed in recent years (over 467000 transactions and 334000 reservations processed in 2021; an increase in over 178000 transactions and 142000 reservations since 2019). Business has experienced a number of barriers and constraints that has now halted all new development to try to preserve system stability for this operational season.
Senior Project Manager is required to plan coordinate analyze and manage multiple IMT projects. Key activities include requirements gathering planning coordinating and project management to effectively support department priority project. The Senior Project Manager is to provide Project Management support of the mandated project by providing governance prioritizing monitoring and reporting of the Initiative.
The Project Manager s primary role will be in the planning and coordinating of the development and delivery of project deliverables. The resource will support various IMT initiatives identified through intakes from the Business Relationship Management team and prioritized through IMT Governance mechanisms.
Duties:
Responsible for the coordination and completion of IT projects. Oversees all aspects of projects. Sets deadlines assigns responsibilities and monitors and summarizes progress of project. Builds and maintains working relationships with team members vendors and other departments involved in the projects. Prepares reports for upper management regarding status of project.
Compile project charters and business/project plans to support activities including the most suitable approach to be used in the development of each applicable project to ensure business objectives and data integrity are achieved.
Manage project(s) that will document business requirements design and deliver IT solutions that are compliant with and contribute to the Ministries enterprise architecture.
Assist with the development of recommendations including providing details of resource requirements dependencies interdependencies policy implications pertaining to internal/external influences and the methodology to be applied.
Produce and package deliverables for presentation to various internal support teams steering committee and other project stakeholders.
Manage multiple projects project resources and project governance.
Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
Take responsibility for ongoing client satisfaction manage peerlevel client relationships and overcome hurdles to ensure winwin solutions.
Collaborate with business and IT leadership to develop a welldefined project plan that clearly states the project s objectives scope assumptions timeline resource requirements risks benefits and budget.
Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
Document and report project status against established objectives milestones budget and resources and facilitate tracking and closure of issues and risks.
Develop project schedule plans and strategies estimate resource requirements develop and monitor work plans and take corrective action for completion of project tasks.
Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
Develop as required related requirements documentation.
In collaboration with project sponsors assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
Provide leadership and assistance to business and project teams that require change management and communication support.
Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
Equipment requirements:
Resource will require own equipment
Resource must provide their own computer and related equipment. The computers operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remoterelated software will be installed on the resources computer.
In the event that the Contractor s resources are directed to work remotely the Contractor shall be responsible for providing all of its equipment including computers software printers supplies desks and chairs. However the Province shall ensure that the Contractor s resources have the necessary access and credentials to the Government of Alberta s system.
In the event that the Contractor s resources are directed to work inperson the Province shall provide the requisite office space furniture and office supplies. However the Contractor shall continue to be responsible for providing computers and software and the Province shall continue to ensure that the Contractor s resources have the necessary access and credentials to the Government of Alberta s system.
The fixed rate quoted must be inclusive of all overhead office space and equipment including supplies administrative burden markup and all other costs to perform the Services for the duration of the Contract.
Working Hours:
Standard Hours of work are 08:15 16:30 Alberta time Monday through Friday excluding holidays observed by the Province
Work must be done from within Canada due to network and data security issues.
It is anticipated the role will be 100% remote however in the event of an onsite meeting the GoA does not pay for travel to attend onsite meetings nor any expenses related to relocation commuting housing/accommodation food/drink.
Notes on Location:
Resource will work remotely though must be available for onsite meetings when required.
Onsite meetings include but are not limited to strategic architectural and technical discussions meeting with team members senior managers directors executive directors and business clients. Frequency of meeting could be up to 34 times per year.
Incumbency:
Previously this role was filled by a contractor however for this and all other opportunities the Ministry seeks the best person to fill the role.
Standard Background check required
The Supplier shall prior to commencement of the Services provide the Province on its request and at no cost to the Province with criminal record checks.
Enhanced Background check required
A standard criminal record check will be required before we start the Enhanced Security Clearance process.
An Enhanced Security Clearance will be required for this position which will be coordinated by GoA only for this position.
Mandatory Training Courses:
Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
