Job Description
This is a remote position.
Job Summary
The objective of this assignment is to develop a comprehensive Terms of Reference (ToR) document for procuring a service provider to design and develop a digital platform that will support the projects online training information dissemination and stakeholder engagement objectives. The digital platform should integrate learning management systems career management and forum functionalities as described in the project requirements.
Responsibilities & Duties
Within the scope of the assignment duties and responsibilities are as follows:
Conduct Needs Assessment:
.
Engage with stakeholders to gather requirements and expectations for the digital platform.
.
Analyze existing documents and project requirements to understand the platforms needs.
Draft Terms of Reference (ToR):
.
Draft a comprehensive ToR document detailing the scope of work deliverables clear and detailed technical specifications for the platform including user management course management selfdiagnostic tools information sharing matchmaking features and sustainability considerations and evaluation criteria for the digital platform development service provider.

Submit and present draft ToR to Project Team ensuring alignment with project objectives and standards.
Develop Final Terms of Reference (ToR):
.
Upon receipt of feedback on the Draft ToR from the Project Team and related stakeholders finalize ToR with the feedback received addressing any questions concerns or adjustment requests.
Evaluation:
.
Establish evaluation criteria and a scoring methodology for assessing proposals from potential platform developers.
.
Evaluate proposals received by potential service providers and their compatibility in accordance with the established evaluation criteria.
Essential Skills
.
University degree in fields such as Information Technology Computer Science Web Development Project Management or other relevant fields.
.
A secondary education in combination with two (2) additional years of relevant experience will be accepted.
.
Excellent writing and oral communication skills in English and Turkish.
.
Minimum seven (7) years of general relevant professional experience.
.
Minimum of 5 years of experience in drafting ToR technical documents.
.
Minimum 5 years of experience responsive design and development and navigationfriendly websites and mobile applications.
Nice to Have Skills
.
Proven experience in digital platform development and understanding of technical specifications.
.
Experience in similar assignments particularly for international organisations
.
Familiarity with HTML CSS JavaScript and other relevant web technologies.
.
Experience with User Experience design (UX) and content management systems (CMS).
Background Check
Criminal Records
Have you been arrested indicted or summoned into court as a defendant in a criminal proceeding or convicted fined or imprisoned for the violation of any law (excluding minor traffic violations) If yes give full particulars of each case in an attached statement.
Statement of Health
The selected contractor will be required to provide proof of insurance coverage as stated in the Statement of Health herewith attached prior to contract signature.
