We are looking for a qualified Open Data Portal Editor to engage in support for advancement of the National Open Data Portal of Serbia in terms of data quality accessibility and timelines and support data publishers.
The objective is to create an enabling environment by building capabilities around open data (particularly in areas that ensure greater public sector accountability) amplifying previous work on open data related to capacity building for open data release and reuse within public administration and supporting advocacy and capacity building in the area of gender open data.
Responsibilities & Duties
The Consultant shall perform the following services:
Phase 1: Initial Assessment and Planning
Objective: Assess the current state of the Open Data Portal content including datasets metadata and use cases. Identify gaps and develop a comprehensive improvement plan.
Activities:
1. Conduct an initial quality assessment of existing Open Data Portal content (datasets metadata use cases etc.).
2. Evaluate Serbia s position in open data benchmarks and identify areas for improvement.
3. Prepare an initial report highlighting key problems and gaps including compliance with existing data governance policies.
4. Engage with internal stakeholders to identify priorities.
5. Develop an improvement plan including proposals for changes to Open Data Portal operation procedures and rules to support highquality data publishing.
Phase 2: Implementation of Initial Improvements
Objective: Coordinate the implementation of the improvement plan and develop processes to ensure ongoing quality of Open Data Portal content.
Activities:
1. Support activities of the technical team related to the implementation of Open Data Portal updates (e.g. data migration localization integration with external systems).
2. Update and improve datasets metadata and other content on the Open Data Portal in collaboration with data publishers ITE staff and the technical team. Provide technical support to external stakeholders.
3. Implement processes for data validation and quality control ensuring that datasets and other content are properly formatted and published on the Open Data Portal.
Phase 3: Continuous Monitoring and Reporting
Objective: Ensure the Open Data Portal functions well maintains highquality content and meets the needs of all stakeholders.
Activities:
1. Monitor Open Data Portal availability usage and performance.
2. Identify and address technical and other issues coordinating with the technical team for resolution.
3. Review and approve or reject dataset submissions from thirdparty contributors ensuring content quality through followup.
4. Respond to user comments and facilitate communication between portal users and data publishers.
5. Provide ongoing technical support to users and data publishers including integration with other systems and platforms.
6. Maintain documentation related to the ongoing maintenance of the Open Data Portal.
Phase 4: Ongoing Stakeholder Engagement
Objective: Promote the use of public sector data and the Open Data Portal in various forums and community events.
Activities:
1. Engage with internal and external stakeholders to gather feedback and promote the reuse of public sector data.
2. Promote the Open Data Portal in meetings conferences and other events.
3. Liaise with external stakeholders to provide technical support and respond to feedback and inquiries.

Essential Skills
University degree in IT economics or other relevant field;
At least 5 years of experience in working in IT sector;
Demonstrated experience with data visualization and analysis tools;
Demonstrated experience of working with projects related to digital transformation;
Experience in working with wide range of stakeholders (private government etc.);
Familiarity with Serbian open data ecosystem will be considered an asset.
Fluency in Serbian and English language.
