Job Description

Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for nonacquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

As a LIAISON OFFICER at the NH03014 some of your typical work assignments may include:

  • Serves as a Missile Defense Agency (MDA) Liaison Officer for a designated country responsible for facilitating communications between country and the Terminal High Altitude Area Defense (THAAD) System Program Offices and the MDA Directorate for International Affairs. Serves as the MDA trusted agent and conduit to the foreign purchaser to facilitate communication vital to MDA in support of Foreign Military Sales (FMS) case requirements.
  • Keeps the FMS THADD Program Manager apprised of events in the assigned country concentrating on those issues affecting the THAAD Program and advises the FMS THAAD Program Manager on all matters pertaining to relationships and interactions between all interested organizations and parties.
  • Reviews and analyzes THAAD security assistance programs plans and current issues to determine specific areas and actions of a type and nature that will result in the best interest of MDA.
  • Attends meetings and conferences and maintains continuing coordination with MDA on matters of interest. Represents the FMS THAAD Program Manager in all types of interactions involving significant or controversial issues.
  • Serves as the MDA liaison with the foreign purchaser. Participates in program management reviews as required encompassing any or all aspects of Program Planning and execution financial management logistics procurement technical requirements program tradeoffs and other broad technical and program management issues. Utilizes a broad knowledge of MDA support programs and activities.

Qualifications

You may qualify at the NH04 if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH03/GS13 grade level in the Federal service:
  • Experience in being able to match engagement strategies and a countrys desires/needs to an organizations objectives policies mission function command structures products and relationships and the ability to understand complex weapons systems and components.
  • Experience pertaining to total package fielding of equipment training and other services related to the FMS program and ability to track program metrics of cost schedule and performance.
  • Knowledge of security assistance strategy plans policies and initiatives including emerging and ongoing security assistance initiatives with the ability to assess how they may affect given countries to inform FMS actions and potential program changes.
Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

INFORMATION FOR OVERSEAS: Overseas tour of duty for is projected to be 12 months for an unaccompanied tour (24 months for an accompanied tour).

Incumbent may be subject to the 5year foreign area limitation according to the DoDI 1400.25V1230 dated 26 July 2012.

Applicants who are currently stationed overseas must have enough time to meet the initial tour stated above.

Applicants who have returned from an overseas tour and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment that time spent overseas counts towards the 5 year limitation unless you have been in the States for at least 2 continuous years.

Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.

Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area.

May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling to include the potential for exposure to acts of terrorism.

Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation shipment and temporary storage of household goods and possibly other entitlements based upon the JTR and agency policy.

You may be required to sign a transportation agreement.

Substitution of education may not be used in lieu of specialized experience for this grade level.



Additional information

This position has a mandatory requirement for certification in the Security Cooperation Workforce Certification Program in the Foreign Military Sales and Foreign Military Financing Functional Areas at the Expert level within two years of October 1 2024 or entry on duty (SC4B3).
