Job Description

Responsibilities:

  • Work in partnership with clients advising them on information technology in order to meet their business objectives or overcome problems work to improve structure and efficiency of an organization s I&IT systems.
  • Consult with clients on the changes/modifications recommend and develop training plans
  • Facilitate and lead indepth workshops to elicit review and confirm business requirements business models business rules user interface design
  • Analyze user requirements generation of prototypes for user consultation and the design testing documentation implementation and maintenance of applications.
  • Is able to identify constraints and assumptions and then documents and present them to project teams
  • Responsible for but not limited to ensuring the team is proactive in completing priorities and deliverables as well as ensuring requirements are wellunderstood documented and accurate.
  • Use SQL to query databases and extract useful information
  • Participates in planning application development activities provides direction guidance and support to technical staff
  • Establish the backlog as a source of truth from which the team can deliver
  • Provide systems analysis and design expertise in the development and maintenance of the Ministry application systems
  • Contributes to writing test cases for application system usability and user acceptance testing
  • Provide guidance to organization with regard to information management & IT technology IT infrastructures and the enablement of major business processes through enhancements to IT


Requirements

Experience and Skill Set Requirements:

Must Haves:

  • Experience with Agile project methodology leveraging Jira and/or DevOps
  • Experience transposing requirements into coherent user stories
  • Indepth knowledge of database management systems (e.g. SQL Server Oracle MySQL).
  • Ability to write complex queries joins subqueries and use SQL functions


Skill Set Requirements:

General Skills:

  • Lead and conduct business analysis in order to assess client s business problems/opportunities at varying levels of detail appropriate to the project aligning with OPS Unified Project Management Methodology Enterprise Architecture and Gating Process and OPS Standard
  • Experience with project management methodologies (Agile Scrum Waterfall).
  • Knowledge of project management and indepth knowledge of task estimation scheduling and control
  • Experience grooming and assembling requirements into coherent user stories and use cases and managing the Product Backlog Items refining them and communicate changes to project manager/Team Lead
  • Lead and conduct business analysis
  • Meet with the Product Owner and endusers to understand the team s work
  • Act as a proxy Product Owner for the team where the BA answers questions or facilitates decisions on behalf of an absent Product Owner
  • Develop strategies prepare business cases and costbenefit analysis and conducts feasibility studies for business I&IT initiatives
  • Conduct business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and nonfunctional requirements definitions
  • Monitor progress resolve problems and reports regularly to I&IT management and stakeholders
  • Can help plan develop manage control projects and resolve complex technical design problems
  • Develop performance measures and traceability matrices for business analysis
  • Apply reengineering concepts to promote business improvements through alternative and cost effective service delivery approaches
  • Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope
  • Experience in managing and implementing change within an organization.
  • Ability to develop user guides deliver online demos and walkthrough for complex processes to endusers and their supervisors
  • Skills in training and supporting staff through transitions.
  • A team player with a track record for meeting deadlines


Technical Knowledge and Expertise:

  • Knowledge of Systems Development Life Cycle Methodologies and Agile project methodology
  • Experience with creating and managing user stories using Azure DevOps
  • Indepth knowledge of database management systems (e.g. SQL Server Oracle MySQL).
  • Ability to write complex queries joins subqueries and use SQL functions
  • Experience with Microsoft Power Platform App
  • Experience with business system technologies to provide technical expertise and advice
  • Experience with design develop test and implement systems solutions and evaluate software
  • Experience with advanced application prototyping
  • Knowledge of front end webbased technologies and ability to prepare feasibility studies requirements definition analysis prototyping system design implementation testing and maintenance
  • Experience Documenting product acceptance criteria
  • knowledge of emerging IT trends and technologies
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
