Job Description

  • Initial contract until 30 June 2025 with the possible options for extension .
  • Extension Term Details: Austrade may extend the term of the work order for a further period (or periods) of up to 30 June 2026 which may be taken in whole or part and in any number of combinations of time periods.

  • Must have Baseline Security Clearance.




About the Role:

SoftLabs is seeking Digital Policy Specialist (APS6) for ICT Labour hire at their technology consulting based in ACT.





Requirements:

While this role draws on ICT expertise the digital policy and strategy specialist will play at the intersection of digital and regulatory reform and bring a broader perspective. This will help support policy implementation plans and reform roadmaps conduct evaluations and analysis of inflight STS digital programs and look for opportunities for continuous improvement and the next phase of digital reforms.

Reporting to the Senior Policy Advisor this individual will take a proactive approach to digital policy development drawing on an indepth understanding of digital policymaking systems and challenges to influence and support government decisions. This position plays a pivotal role in advancing the Governments trade and investment agenda ensuring a comprehensive and integrated approach to digital and data reforms across the STS.





Duty Statement:

  • Develop and deliver highquality datadriven briefing materials analysis and policy advice on digital policy issues.
  • Use indepth knowledge of digital policymaking to inform executive leadership and government decisions advancing the Governments trade and investment agenda through a comprehensive and integrated approach to digital reforms.
  • Engage proactively with a broad range of stakeholders including government agencies industry partners and technology experts to gather insights and support collaboration on digital reform initiatives.
  • Provide expert advice on digital and data requirements to enhance policy and regulatory reforms with innovative digital solutions.
  • Coordinate the development and evaluation of digital reforms including supporting policy implementation plans conducting evaluations and identifying opportunities for continuous improvement.




Position Duties:

  • Digital policy: Experience in policy reform required to enable digital transformation is essential to evaluate and align potential initiatives with digital strategies including integration and interdependencies.
  • Digital literacy: Critical for understanding and advising on digital architecture requirements leveraging digital tools and platforms to enhance policy development implementation and continuous improvement. (An ICT background is not required but knowledge of the crossborder trade IT ecosystem would be looked upon favourably)
  • Strategic and critical thinking: Essential to analyse current and future STS reform initiatives ensuring digital solutions are evidencebased wellinformed and contribute to the strategic objectives of the reform.
  • Communicates and negotiates with influence: Important to articulate digital policy strategies and convince stakeholders of their value ensuring alignment with government trade and investment priorities
  • Stakeholder engagement: Vital to collaborate with a wide range of stakeholders including government agencies industry partners and technology experts to gather insights and support for digital reform initiatives.
  • Adaptive expertise in digital policymaking: Experience with cross border trade policymaking (e.g. Home Affairs Department of Agriculture Forestry and Fisheries) would be beneficial but not essential.
  • Qualifications: Qualifications in ICT digital and/or public policy or a related field would be beneficial but not essential.




Essential Criteria:

  • Demonstrated experience working in a team to identify plan and coordinate digital reforms to inform decision making and reforms.
  • Experience working with digital and regulatory reform disciplines to conduct research plan and schedule reform initiatives including preliminary research into interdependencies
  • Ability to bring together a variety of lenses (e.g. digital data and ICT requirements) to produce easily understood advice
  • Demonstrated knowledge of policy reform required to enable digital transformation and how to align initiatives with digital strategies including interdependencies.




Desirable Criteria:

  • Knowledge and experience in cross border trade ICT policymaking.
  • Experience working in agile multidisciplinary teams
