Job Description

Responsibility:

  • Monitoring and Evaluation:
  • Manages the monitoring activities and tracking of indicators for up to 3 projects to ensure quality and achievement of targets.
  • conducts participatory monitoring activities using varied suite of tools (assessment monitoring (Shadow visits), participatory monitoring activities, general satisfaction monitoring (exit interviews), and change monitoring (pre/post testing and assessments) in order to ensure high quality of assistance/services and continual learning) with JRF beneficiaries to get information and feedback on the quality and relevance of assistance in all areas of intervention.
  • Conducts qualitative data collection activities (FGDs, KII), support in data processing (transcribing/ translating) and preparing qualitative summaries as well as ensuring the documentation of all necessary data and templates.
  • Ensures accurate and high quality data during the collection, entry and upload;
  • Performs the data cleaning and analysis, and keep the data quality log and the preliminary analysis (using pivot tables) up to date, to maintain high quality data for accurate reporting;
  • Regularly undertake field monitoring visits to the field locations, to ensure the quality implementation, data collection and performance of the partner CBOs;
  • Supports the development of data collection methodology and tools, as well as the testing of new tools using Kobo and ensure usability of the tools before launching the data collection activity;
  • Supports in translating monitoring data to facilitate the analysis process and contributing to final reports, to ensure high quality and accurate reporting;
  • Identifies and refer/report individuals with special needs, protection concerns, and any problems with JRF services to the MEL Supervisor and relevant program staff, as well as conducting phone call surveys in form of referral scorecards to ensure monitor the quality of referral services provided;
  • Ensures timely reporting on monitoring activities in line with work plans and project timeline for internal and external purposes;
  • Write narrative analytical reports and dashboards for evaluations and assessments.
  • Translates important reports into Arabic, as agreed with MEL Supervisor to ensure reaching all type of audience;
  • Provides regular verbal and written feedback on field observations and monitoring findings to the MEL Supervisor and relevant program staff, and follow up on action points, to ensure quality implementation;
  • Builds and maintains good working relations and collaboration with staff/ departments, and ensure proper communication of the projects’ results, and concerns, in addition to be updated on the projects’ activities and plan.
  • With the MEL Supervisor, capture and feed into to institutional learning by contributing best practices and lessons learned from ongoing MEL activities and/or projects’ activities to ensure the good quality of the outcomes, and preparing a lessons learned report per project under his/her responsibility to be communicated with the project’s stakeholders.
  • To follow up on the regular data collection through implementing partners (CBOs) and ensure quality of the data by random verifications and validations in coordination with the program staff.
  • Other tasks as assigned by the MEL Supervisor.

Data Management:

  • Perform data quality check on the data entered by the program staff into JRF Information Management System;
  • Cross checking the projects fact sheets prepared by the IM Senior Officer, and highlight any concerns in the quality of data, reporting or percentage achievement against the project’s outputs.
  • Ensure up-to-date work-plans, and proper tracking of MEL activities, beneficiaries and follow-ups;
  • Ensure documentation of all project documents including but not limited to log-frames, MEP’s, trackers, data analysis sheets, quality logs, and draft and final reports, by uploading them into the Shared Folder as agreed with the MEL Supervisor.

Qualifications:

  • Bachelor’s Degree in Business Administration, Industrial Engineering, MIS or any related field.
  • Strong English and Arabic language skills (written and spoken)
  • 3-5 years of experience.
  • Knowledge/experience with M&E specifically, information management or accountability. Skilled in all MS Office applications (particularly Excel). Basic knowledge at least of data analysis practices and tools.
