Job Purpose/Summary:
To set up and manage the section in the PM department that provides centralized Project services expertise and capability for Project Controls, Project Quality Management, Document Control, Design (Drafting) Services and Materials Coordination, and supports the delivery of capital projects under the responsibility of the Project Management Vice President.
Job Accountabilities/ Responsibilities:
- Provide Project Controls (Project Planning/Scheduling, Cost estimating, Cost Control, Performance reporting, Risk and Change control), Project Quality Management, Document Control, Design- Drafting and Materials Coordination support to all Projects under VP PM responsibility by timely assigning competent staff under PM’s day to day control
- Establish the BU Centre of Expertise for Project Controls, Project Quality Management, Materials Coordination, Document Control and Design- Drafting
- Develop, maintain and own the processes, procedures, standards and systems for Project Controls, Project Quality Management, Materials Coordination, Document Control and Design (drafting)
- Establish and maintain the company database, tools and systems for cost estimating
- Establish the capability for probabilistic cost and schedule risk assessments
- Ensure all As Built facilities engineering data is kept UpToDate in company’s EDMS.
- Implement the Technical Authority Framework and provide the Technical Authorities for the Project Controls, Project Quality Management, Materials Coordination, Document Control and Design disciplines
- Support SCM and PMs with the technical qualification/selection of vendors and contractors
- Support the Skill pool capability Lead with the capability development for the Project Controls, Project Quality Management, Materials Coordination , Document Control and Design skill pools in BU
- Support BUs targets for ‘Bahrainization’
Qualifications:
Education:
-A BSc degree in Engineering or Project Management from a recognized university.
Experience:
- A recognized Project services professional with at least 20 years relevant project services experience, including at least 15 years in oil/gas field operations and familiarity with field operations
- Deep knowledge of Project Control processes, tools and systems used on major O&G or infrastructure projects, both on the contractor side and the clients team
- Has managed sizeable PC teams (15+ staff) through front end, detailed design, construction and commissioning of major capital projects ( $200mln +) ,
- Hands- on project controls experience during site construction & commissioning and startup of major facilities
- Experience with deploying Technical Assurance and Technical Authority Systems
- Experienced with deploying Risk Management (incl probabilistic cost and schedule estimating) and Change Control processes and tools on major projects
- Knowledgeable about materials coordination and control processes on construction projects
- Knowledgeable about Quality Management Systems and QA/QC requirements on major projects
- Experience with Document Control processes and systems
- Experience with leading or participating in Continuous Improvement processes ( e.g Kaizen, Lean, Agile)
- Working experience in the Middle East is an advantage
