Job Description

Care Managers Ltd. is proud to represent one of its esteemed public sector clients in the search for an experienced and dynamic Assistant Director for Safeguarding and Quality Assurance. In this role you will lead the Adult Safeguarding and Adults MultiAgency Safeguarding Hub Services and serve as the lead social work professional for all social care staff. You will provide critical advice guidance and support to the Director of Adult Social Care on practice and risk ensuring compliance with all adult social care legal requirements. Additionally you will drive quality assurance and practice development to enhance practitioner skills and prepare the workforce for the new CQC inspection framework.

Working hours: 37 Hours
Rate: 545.00 Umbrella
IR35 status: Inside IR35


Key Responsibilities:
  1. Leadership and Management:

    • Lead and manage the Adult Safeguarding and Adults MultiAgency Safeguarding Hub Services.
    • Act as the lead social work professional for all social care staff offering expert advice and support.
    • Provide strategic leadership in safeguarding governance practice and statutory duty compliance for DMT SAB and Regulatory Bodies.
    • Oversee the implementation of the Liberty Protection Safeguard (LPS) changes ensuring practice structural and technological requirements are met.
  2. Quality Assurance and Practice Development:

    • Drive continuous improvement in practice quality and effectiveness across the ASCS workforce.
    • Implement national and international guidelines auditing and assuring service quality against standards.
    • Lead the development and delivery of policies training guidance and quality assurance processes.
  3. Strategic Leadership and Collaboration:

    • Serve as the council s lead officer for Local Safeguarding Boards/Partnerships providing strategic oversight of the health and social care agenda.
    • Develop and maintain collaborative relationships with key statutory partners.
    • Provide expert advice supervision and support in complex situations including risk assessments case conferences and legal proceedings.
  4. Systems and Service Integration:

    • Promote integration with health and public sector partners voluntary sector and care sector partners to enhance service delivery.
    • Lead strategic initiatives to foster a positive culture of change extending practitioner skills and flexibility.
  5. Policy Development and Implementation:

    • Lead the delivery of new and updated policies related to adult safeguarding.
    • Ensure effective communication with the public providers and partners.
    • Oversee the development and continuous improvement of ICT systems.
  6. Stakeholder Engagement and Communication:

    • Work closely with County Councillors the Corporate Leadership Team (CLT) and Health Leadership to develop and deliver strategic agendas.
    • Communicate effectively with staff partners and the public to promote the council s vision and priorities.
  7. Service Delivery and Improvement:

    • Lead the creation of a highperformance culture within the ASC directorate.
    • Develop a collaborative and inspirational management team.
    • Ensure effective operations in planning programme development human resources and financial oversight.
    • Foster a learning culture within teams promoting innovative ways of working and using Signs of Safety principles.
  8. Financial and Resource Management:

    • Oversee financial management of the service s budget ensuring robust budget controls.
    • Lead savings plans and transformation programmes ensuring financial sustainability.
    • Ensure services are delivered costeffectively and meet required standards.

Person Specification:

Qualifications and Professional Memberships:

  • Social Work qualification recognized by the Health and Care Professions Council.
  • Master s Degree and/or equivalent experience.
  • Evidence of continued professional development.
  • Relevant social work professional qualification and/or other related fields.

Specialist Knowledge Skills and Experience:

  • Demonstrable high performance and achievement at a senior level within a local authority or large organization.
  • Indepth knowledge of public sector issues and challenges.
  • Comprehensive understanding of legislation guidance and national policy relevant to social care services.
  • Ability to inspire and manage staff effectively.
  • Experience in delivering service redesigns and improvements.
  • Proven track record of developing and implementing highlevel strategies.
  • Strong resource management skills including budget formulation and control.
  • Successful experience in multipartner and commercial negotiations.
  • Ability to provide sound professional advice to elected Members.
  • Comprehensive knowledge of social care legislation.
  • Effective engagement with partners and stakeholders.
