Job Description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1. GENERAL: This is a nonpersonnel services contract to provide Organist/pianist Services to support funerals ceremonies special services for Joint Base MyerHenderson Hall on an asneeded basis (estimated quantity 320 per year). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Organist who in turn is responsible to the Government.

1.1 Description of Services/Introduction: The organist shall provide all personnel equipment supplies facilities transportation tools materials supervision and other items and nonpersonal services necessary to perform Musician Services as defined in this Job description except for those items specified as government furnished property and services. The organist shall perform to the standards in this contract.

1.2 Background: The Government requires Musician Services (Pianist/Keyboardist Organist) in support of military religious and worship activities. The Organist shall provide support to the Religious Support Office (RSO) Chaplains and Religious Affairs Specialists for the Department of the Army (DA). The location(s) and time(s) will be specified in the JOB DESCRIPTION or modified in the contract by the Contracting Officer

1.3 Objectives: The organist shall facilitate the communal public worship life and the military ceremonial honoring of fallen service members through provision of ceremonial organ music in collaboration with Military Chaplains Chaplain Staff Religious Affairs Specialists and Civilian workforce.

1.4 Scope: This is a NonPersonal Services Contract between the MICC on behalf of the

Garrison/Installation Religious Support Office (RSO) JBMHH and the organist to perform tasks and provide deliverables identified herein. This JOB DESCRIPTION defines the requirements/deliverables of the organist.

1.4.1. This contract does not create an employeremployee relationship between the Government and Organist as well as any corporation partnership business association other party or legal entity with which the Organist may be associated. The Government assumes no responsibility for costs incurred for services performed by the organist that are not included in this contract.

1.4.2. The Organist shall provide support for those services for which no Unit Ministry Team

(UMT) members (Chaplains and Religious Affairs Specialists) RSO Department of the Army

(DA) Civilians and volunteers can provide. The contract cannot duplicate duties required or provided by these entities as contracted services are an exception to policy.

1.4.3. The performance under this contract will differ on times and days IAW the performances needed and directed by the RSO/COR.

1.4.4. No UMT member military member DA Civilian fellow organist or volunteer can supervise or direct the Organist or control the method by which he/she performs the required tasks. Under no circumstances shall a work schedule be prepared for the Organist or the impression be given that the Organist is an employee of the Government. It is the responsibility of the Organist to guard against any actions that are of the nature of personal services give the impression of personal services or portray his/her position as that of an employee.

1.5 Period of Performance: The period of performance will be for a five (5) years ordering period with projected task orders and/or supplemental shortterm task orders as required. The period of Performance extends from the date of contract award five years forward.

1.5.1 Hours of Operation: The organist is responsible for conducting business on an as needed basis to include Federal holidays unless the Government facility is closed due to local or national emergencies administrative closings or similar Government directed facility closings.

For Military Religious Ceremonial Services the Place of Performance is at Government facility Joint Base MyerHenderson Hall.

Other RSO office or event locations located on Joint Base MyerHenderson Hall

in accordance with published religious worship and observance schedules.

1.6 Special Qualifications:

1.6.1. The Organist shall provide a resume and documentation to substantiate personal qualifications. A Masters degree in Organ studies is preferred as well as any additional credentials that pertain to the qualifications of the candidate related to this job description.

1.6.2. Organist:

Organist shall be musically proficient on their specific instrument proficient in reading music and possess experience performing in religious worship settings.

1.6.3. Organist shall possess sufficient experience playing their specific musical instruments appropriate at public worship services and ceremonies. Generally the Government requires a minimum of two years of experience.

1.6.4. The Organist shall provide a resume to the Contracting Officer via the COR which identifies organist personnels professional and spiritual understanding of church music determined by a history of working specifically in development of musical worship plans.

1.6.5. The Organist shall provide a resume to the Contracting Officer via the COR which identifies organist personnels professional understanding of military ceremonies and the tradition gravitas punctuality and precision required therein.

1.6.6. Background Checks and Investigations: Contract personnel shall submit to and pass a thorough Criminal History Background Check.
