Title : Scientific Policy Analyst
Location: Rockville MD
Weekly Hours: 3040 hours per week

Overall Position Summary and Objectives:
The Scientific Program Analyst will independently support the National Cancer Institute (NCI)/Office of the Director (OD) by analyzing and evaluating complex biomedical research programs and initiatives which often have national significance. This position requires a high degree of initiative independence and specialized expertise in cancer biology genetics and molecular biology.
Minimum Education:
- Masters degree in a sciencerelated field
- PhD in Cancer Biology or a related discipline preferred
Certifications & Licenses:
- Minimum of one (1) year of specialized experience in a related field
Skills (Ranked by Priority):
- Ability to manage and implement projects related to analyzing and assessing complex biomedical research programs
- Proficiency in conducting studies using analytical methods and techniques
- Knowledge of information retrieval technology and database searches
- Strong verbal and written communication skills
- Excellent analytical organizational and time management skills
Software:
- Proficiency in MS Office Suite

Responsibilities:
- Analyze complex scientific variables to prepare impactful reports for research program planning and outcomes.
- Draft summaries of literature search results and prepare Word abstracts and bibliographies.
- Prepare background materials technical proposals and papers on various policy and program issues.
- Design and conduct program evaluation studies and analyses to support program assessments.
- Prepare documents with scientific information fiscal data and policy options.
- Perform research and analyses to support strategic and program planning activities.
- Work with staff on data validation and feedback for automated project coding activities.
- Conduct literature overviews analyze research results and summarize findings.
- Provide advice on recurring and unique issues requiring examination.
- Advise management on public policy issues and provide recommendations.
- Coordinate and synthesize input from stakeholders for senior leadership.
- Participate in planning and presenting at technical meetings and consultations.
- Support the Research Condition and Disease Categorization Project and QA activities related to the NCI Funded Research Portfolio.
- Prepare documents identifying problem areas trends and recommendations.
- Participate in ad hoc special projects reviews and evaluations.
- Maintain knowledge of NCI scientific research programs and policies.
