Department: Property Tax Records and Election Services (PTRES)

DESCRIPTION:

PTRES has had a high turnover in the Tax accounting area. Approximately 50% of Ramsey Countys revenue comes from property taxes. Tax accounting is a niche skill set. Recently PTRES has had to hire people with no tax experience and train on the job. The past Director County Auditor/Treasurer is still employed but will be retiring within a year. The department needs a consultant with property tax (calculation) experience to document processes and train approximately 24 staff.

RESPONSIBLITIES:

• Understands the project drivers and expected business outcomes.
• Develops the business analysis and training approaches in collaboration with key stakeholders to achieve business outcomes.
• Documents swimlane and detailed process maps for inscope processes.
• Documents procedures and desktop references for each process step.
• Develops training materials and delivers training.
• Logs and follows through to disposition
• Projectrelated risks action items issues and decisions; escalates issues and risks as needed.
• Monitors progress tracks hours and reports status.

REQUIRED SKILLS:

• B.S. or B.A. degree (4 year) (or associate degree plus an additional 5 years experience)
• Proven competency in property tax calculation/accounting
• 5 years experience in business process modeling
• 5 years experience in developing and delivering training Intermediatelevel skills MS Office Suite including Visio

Desired:

• Experience managing projects in state county or city governments or nonprofit sector
• Experience with Tyler tax system software
• CBAP certification from IIBA or other Business Analysis or Processrelated certification
