Title: Grant Tracking System Consultant
Location: New York NY (Onsite)
Duration: 7 Months
Work week: 35 hours per week
JOB DESCRIPTION:
- The consultant will work with NYC OMB and HSGP grant recipient agencies to maintain the asset inventory system.
- The services the consultant provides include supporting and working with agencies to train users on use of the system work with the vendor to perform system updates enhancements and bug fixes.
- The consultant will work with OMB to develop procedure manuals and training guides for users of the system.
- The consultant is involved with the planning phases for new and updated features of the system such as: Fiscal Cost Reporting Progress Reporting Budget Modification and Award Reallocation Grant Reporting and Management Reporting Dashboard functionalities. The consultant will oversee and develop the system per NYC Technology standards and best practices including NYCs Cybersecurity policy and data classification and sensitivity guidelines.
- Accountability for the project to be in scope and on schedule.
- Work closely with the stakeholders to analyze business processes identify application requirements and assess gaps user roles and data security and privacy and data migration.
- Act as technical lead for the project. This includes working with OMB and agency Stakeholders to successfully implement and deploy the solutions in a NYC Gov Cloud hosted environment.
- Working with the stakeholder agencies to ensure access with appropriate roles and privileges along with successful migration of existing data into the new system.
- Coordinate training sessions for stakeholder agency personnel to ensure successful implementation and use of the GTS System on Desktop/Mobile platforms.
- The consultant will also be responsible for developing progress reports and oversight of budget and spending related to the GTS project. Fiscal and Programmatic reporting is required on a quarterly biannual and annual reporting for the GTS project.
TECHNICAL SKILLS:
- Enterprise Data Management Applications (CRM Dynamics Power BI SQL Server C/C JavaScript JSON XML node.js Excel Macros Document Management Software Active Directory User identity Management setup in MS Office though MFA Data Analysis and research through Excel and SQL Systems online
- Financial tracking and reporting using Excel Macros and Templates
- Policy and Procedure manual development and implementation.
- At least 5 years of fulltime experience in developing systems using MS Dynamics.
- Ability to design and implement an efficient and technically sound architecture.
- Extensive experience with database design
- Solid knowledge of testing tools and techniques.
- Managing Ondemand video tutorial and online user guide development.
- Familiarity with Regulations per 2 CFR 200 related to federally grant funded equipment procurement fiscal and programmatic reporting guidelines.
- Extensive experience in Agile development methodology.
- Ability to design feature Sprints and set direction for development for the vendor team(s).
- Actively manage and pivot based on the project resources and budget constraints.
