2. PROJECT/SYSTEM/PROGRAM OVERVIEW

The Connecticut Department of Children and Families (DCF) is seeking qualified candidates to fill the role of DCF Project Coordinator to assist the Project Director in monitoring and execution across multiple domains of the project including but not limited to maintaining the overall project schedule and internal DCF milestone plan

maintaining monitoring execution and control of the overall project plan and schedule for the CTKIND (Kids Information Network Database) Project.

The DCF PMO has been established for the purpose of ensuring the successful implementation and delivery of the CTKIND project. The PMO under the guidance of the Project Director is tasked with ensuring the State of Connecticuts Comprehensive Child Welfare Information System (CCWIS) platform is in full alignment with the CT Department of Administrative Services (DAS) Bureau of Information Technology Solutions (BITS) enterprisewide strategy the Family First Prevention Services Act (FFPSA) and the Departments vision for Prevention and Child and Family WellBeing.

The CTKIND Project is a collaborative effort between BITS and the Business Staff who work together in teams for the design development deployment and training. DCF is replacing their legacy system LINK with a federally compliant system using a hybrid methodology. CTKIND is being built modularly but is intended to be initially deployed in a Big Bang single release.

There are several modules outlined for CTKIND including Careline Intake Ongoing Services Person Management Staff Management Case Planning Fiscal Eligibility Provider Management Common Functions and Administrative Functions. The project team is in the process of completing negotiations with a large systems integrator who will transfer a Salesforce based systems to CT DCF and provide the resources to perform the vast majority of the needed configuration and customization base on the output of an initial sprint 0 which will be used to identify the gaps that will need to be addressed in the transfer system.

A PMO vendor was selected and onboarded to help establish the right framework for the States CCWIS approach and successful implementation and a BITS Customer Success Manager (CSM) will work in partnership with the project director to ensure DCFs technology needs are met. The CSM will also serve as a liaison between BITS PMO Project Leadership and DCF Leadership to ensure alignment and effective delivery of the project.

3. SCOPE OF WORK

The Project Coordinator will be responsible for partnering with the Project Director to develop maintain control and manage the overall plan and supporting activities for the CTKIND project. This will include working with business/IT leads and team members to ensure critical activities are accurately defined understood and remain on track with agreed to timelines change management activities are supported and all stakeholders remain on track for project objectives.

Duties and expectations of the Project Coordinator are as follows:

  • Ability to build strong partnerships.
  • Support organizational change management (OCM) activities (communication development road mapping training preparing for change).
  • Assist in building and roll out of the OCM impact tracker.
  • Development support and maintenance of executive level dashboards and presentations.
  • Consults with product owners team members directors and technical experts to set up assignments tasks and subtasks with the final output being an internal milestone plan.
  • Keeping stakeholders informed of project timelines deadlines and critical path awareness items as they arise.
  • Assist with identification and definition of recommended actions to keep the project within budget and on schedule including options for risk response and resolution.
  • Will work integrally with the vendor project scheduler Project Director Business Program Director and IT Customer Success Manager on ensuring resources stay on track and remain on time for deliverables.

Project Coordinator Required Skills and Expertise:

  • Comfort working with ambiguity.
  • Experience leading diverse groups toward desired outcomes.
  • Strong executive presentation skills.
  • Able to monitor project timelines and deadlines across multiple workstreams.
  • Experience in assisting the development of a portfolio level view of project related activity.
  • Familiarity working with both agile and waterfall methodologies.
  • Expert negotiation skills.
  • Proficiency in MS Project SharePoint Azure DevOps and other project tools/software.
  • Strong risk and issue management acumen.
  • Proven communication skills wellorganized and influential leadership skills with demonstrated experience working in a teamoriented environment and proficiency with collaboration including having excellent interpersonal and documentation skills.
  • Project budgeting resource planning allocation and capacity planning skills and experience.
  • Is an aggressive problem solver.
  • Business acumen and political savvy
  • PMP CSM certification preferred.
  • Prosci Change Management Certification

4. ADMINISTRATIVE CONSIDERATIONS

Candidates must but US Citizens or Permanent Residents

Telework is possible but 20% in office time is required

WORK SCHEDULE: Monday Friday 8 AM 5 PM

STATE RESOURCES AND OVERSIGHT:

This position will report to the CTKIND Project Director

SECURITY/PRIVACY CONSIDERATIONS: Comply with Vendor Qualification DCF Child Protection Background Check and DCF Nondisclosure Agreement. Required to pass a fingerprint background check.
