Job Description

The Senior Training Lead resource is required to plan and manage the transition training required for the Land and Resources Cluster (LRC) and its partner ministries as part of the new Public Safety Radio Network (PSRN) program.


Experience and Skill Set Requirements


Implementation

  • The Training Lead position as part of the LRC Communications and Training Stream of the PSRN program will be responsible for ensuring the required Training materials and products are delivered on time in scope and within budget with responsibilities that shall include but not be limited to:
  • Work with the key stakeholders for LRC and its partner ministries and vendors to understand and document the PSRN training requirements
  • Create and implement the LRC multiministry PSRN training strategy and rollout plan
  • Work with the PSRN Streams and other internal resources and thirdparty vendors to ensure the effective and timely execution of the planned training activities
  • Manage the delivery of the LRC PSRN training
  • Ensure the training project activities are delivered ontime and within scope and budget
  • Act as the single point of contact (SPOC) for the LRC PSRN training
  • Ensure effective utilization of the LRC project management methods tools and documentation
  • Measure training project performance using appropriate tools and techniques
  • Perform ongoing issue and risk management to minimize project impacts
  • Maintain comprehensive training project documentation
  • Prepare executive project status report for LRC PSRN training
  • Conduct and manage training project governance as defined by LRC
  • Deliverables will include but are not limited to developing training materials in print and digital formats for all training modalities: instructor led classroom virtual classroom ondemand eLearning and video modules. They will include Facilitators Guides Learners Guides Job Aids eLearning Modules Interactive Video Online Tests / Quizzes etc.
  • Experience and skills in creating and maintaining plans and coordinating project tasks
  • Proven experience working with teams and to create and implement largescale training rollout plan
  • Demonstrated experience in creating user manuals and reference guides for both technical and nontechnical users
  • Excellent writing skills in English language
  • Extensive experience creating training material or user documentation.
  • Experience working on a project team to deliver high profile training initiatives
  • Experience with computer and software applications for development of training materials storyboards and elearning modules including presentation software webbased facilitation tools and eLearning software. Able to work with design documents and storyboards.
  • Knowledge and experience with graphic design principles and software. Expert use of Microsoft Office Suite Good graphic design skills
  • Excellent skills in the use of tools such as Adobe Captivate Adobe Illustrator Adobe Premiere Adobe After Effects PowerPoint Excel Adobe Connect Articulate Storyline Microsoft Teams SharePoint SCORM
  • Solid experience in building and maintaining client relationships
  • Highly developed interpersonal and consultation skills with the ability to negotiate outcomes
  • Excellent verbal and written communication skills with proven experience in training communication
  • Experience drafting and presenting materials for executive review at the senior leadership level
  • Skills and experience using the Analysis Design Development Implementation and Evaluation (ADDIE model of learning design and development) learning development model
  • Experience with developing online training programs targeted for diverse adult learning audiences.
  • Must have above average verbal and written communication skills especially in English as well as excellent organizational facilitation presentation and interpersonal skills
  • Must have experience in the development design and delivery of training materials for technical and non technical users
  • Must have demonstrated experience in creating customized online training materials and above average skills in graphic design
  • Must have knowledge of adult education principles/practices (e.g. development strategies / methods testing and evaluation)
  • Must have experience with computer and software applications for development of training materials story boards and e learning modules including presentation and eLearning software and webbased facilitation tools
  • All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS. Security Clearance process levels roles etc. are subject to change without prior notice. Candidates may be required to undergo revised/new process (or levels) any time prior or during the term of the contract.



Requirements

Must Haves:

  • Proven experience in creating and implementing a largescale training strategy and rollout plan
  • Solid experience as a Trainer in delivering training to both technical and nontechnical users
  • Experience managing and coordinating a largescale training project with multiple stakeholders that have varying needs requirements and restrictions
  • Experience with designing online training programs for Public Safety Radio implementations


Nice to Have:

  • Previous Public Sector experience is an asset
