Job Description

One of our prestigious clients in Kingdom of Saudi Arabia is looking to hire Estimator II MRO (maintenance repair and operations) with 3 to 5 years of experience alligning to the shipbuilding or oil and gas industry who will be responsible for but not limited to:

Job Overview
The Estimator role is to ensure a commercially effective project cost estimation for the assigned opportunities received from Client. He/she manages the bids from preparation until completion of the estimates as per tender specification requirement.

Key Accountabilites

  • Tendering Phase: Estimation (PreContract)
  • ReviewInvitationToTender (ITT) Document Package of assigned bids for MROopportunities for Barge and Ships.
  • Registrationof the new opportunity in the IFS.
  • Analyze thecontent and the entirety of tender document package including attachmentrelating to individual work scopes.
  • Distributionof the Tender documents to various disciplines within the organization fortechnical inputs.
  • Consolidateinputs received from various departments to prepare prebid technical andcommercial clarifications for client.
  • Identify allsubcontract / third party / OEM works from the tender package and accordinglypass on the information to PSCM for the RFQ to be sent to qualified vendors andOEM. Additionally subject to the urgency of the requirement and permission tobe given by the PSCM Estimator may directly liaise with vendor andsubcontractor to obtain budgetary quotation.
  • Coordinationwith relevant departments within the organization for inputs required in thebid. Information such as but not limited to MTOs equipment and materialpricing manhour requirement project schedule PMT and all relevantinformation as required in the tender specifications shall be made availableduring the estimation process.
  • Generate adetailed and itemized listing of required work or tasks in Work BreakdownStructure (WBS) order as per bid requirement. Consolidation of all inputscollated from internal and external stakeholders into PED to generate detailedcost estimation for labour material and equipment subcontractor/thirdparty/OEM costs chargeable and overhead and shipyard services etc.
  • Identify longlead and critical material lists and inform Operations accordingly fornecessary changes / follow up on project schedule.
  • Participateand provide value input during Tender Review process including inputs onnumbers the proposed work package tender qualifications and exclusions andgeneral terms and conditions.
  • Handover ofcomplete bid package to Operations when project opportunity is awarded. Thisincludes preparation of budget with allocation for labour cost equipment andmaterials cost subcontractor miscellaneous and all related costs requiredduring execution of the project.
  • Prepare SalesContract of awarded project in the IFS base on the Customers Purchase Order /Work Order Master Service Agreement and company agreed SubContractor quotation.
  • Continuouslyupdate estimation records and database (e.g. equipment and material pricesCleopatra Knowledge base) for future estimation references.
  • Perform otherfunctions as instructed by the Line Manager.
  • Understandingof current market prices and competition within the region. Adjustment of ratesto be offered if deemed necessary due to commercial competitiveness should beconsulted and agreed to by the Proposal Manager.
  • Perform costestimates and rates in response to Clients requirement stipulated in thetender scope/specification of work (SoW) in conjunction with Site Survey Report(if any) and related documentation in ITT package. Estimation shall includescrutiny appropriate selection and consolidation of essential data gatheredfrom internal and external stakeholders into estimate in the company PED template. Asone of the vital elements of converting opportunity into a project an accuratecost estimate shall be prepared.
  • Participateand provide value input on the proposal strategy being prepared by the proposalteam including inputs on the proposed scope of work terms and conditions andeffective tender qualifications and exclusions.
  • Participatein the negotiation of repair bill / invoice along with Management Team.
  • Perform othercommercial functions as instructed by the Line Manager.
  • Review majorrisk allocation issues with the Proposal team to ensure alignment ofunderstanding.
  • Participatein bid phase risk assessments and provide strategic input on risk eliminationrisk allocation
  • risk reductionand risk mitigation.
  • Proactivelyassist in providing recommendations to mitigate project risks. Attend RiskRegister reviews.


Qualifications

  • Bachelors degree in Naval Architecture & Marine Engineering Mechanical Engineering Electrical Engineering (or equivalent).
  • 3 to 5 years of relevant experience.
  • Technical Certifications in the related field.
